- The intent of this notice is to gather industry, especially Small Business (including 8(a), HUBZone, Small Disadvantaged Business, Service Disabled Veteran-Owned Small Business and Women-Owned Small Business) input on a possible follow-on procurement to EPA?s Conflict Prevention and Resolution Services (CPRS) contract, EP-W-04-015. The current contract will expire on February 5, 2009. This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for the upcoming re-procurement, the U.S. Environmental Protection Agency (EPA) Office of General Counsel (OGC)?s Conflict Prevention and Resolution Center (CPRC) is conducting market research to determine potential sources for services involving technical support for environmental dispute resolutions, including complex issues with multiple cases or projects assigned to them, in widely distributed geographic and technically specialized areas, using Part 15 ? Contracting by Negotiation Procedures. The North American Industry Classification System (NAICS) code for this procurement is 541990. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. Interested potential offerors should submit a brief capability statement demonstrating how they plan to meet the above-mentioned requirement. Submissions shall be limited to no more than five pages. Standard brochures will not be considered a sufficient response to this notice. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, email); (3) Technical description of capabilities in meeting the requirement; (4) Experience in providing technical support in environmental dispute resolutions; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, Woman-owned, Service-disabled veteran, etc.) The full Statement of Work is available at the following web site: http://www.epa.gov/oamhpod1/adm_placement/0811288/index.htm. EPA anticipates issuing an RFP on or about 05/31/08 to contractors capable of providing the services identified in its SOW. We anticipate issuing a contract consisting of a twenty-four (24) month base period, one twenty four (24) month option period and one twelve (12) month option period Prospective contractors shall submit three copies of its capability statement and its size standard on or before 03/27/08, in writing to: U.S. EPA, Attn: Cara E.
