- This announcement modifies the original announcement, submitted 03/07/2008. The solicitation number for this action is 08SP340064. The item to be purchased is a self-contained, advanced water treatment mobile research facility (MFR) The MFR shall be a trailer, Reefer semi-modified for access doors, windows, internal/external lighting, drainage, power distribution, telephone, air conditioning, grounding, leveling jacks, undercarriage storage, stairs, lab furniture, flooring, LAN, logo, graphics, letters, and cable ducting assemblies, pallet jack, etc. Specifications and drawings will be included as attachments to the solicitation. The following factors will be used to evaluate proposals: Technical, Past Performance, and Cost/Price. For this acquisition, the North American Industrial Classification System Code is 336212 and the small business size standard is 500 employees. This acquisition is a total Small HubZone Business Set-Aside, though Small Businesses are encouraged to submit a proposal in the event that a reasonably priced proposal is not submitted by a Hubzone small business. It is anticipated that the solicitation will be issued on or about March 14, 2008 and the date and time for receipt of proposals will be on or about March 28, 2008, 4:15 p.m. local time, however all dates in this announcement are subject to change. The Solicitation will be issued via www.fedbizoppps.gov but the Government reserves the right to issue the solicitation on paper or CD-Rom in the event the website becomes inoperable or if the Contracting officer determines it is in the Government's best interest to do so. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the website after March 14, 2008, in order to access the solicitation and any subsequent amendments and/or notices. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Hard copies of this solicitation are not available. All responsible sources may submit a proposal, which if timely received, shall be considered. Proposals must be submitted electronically. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
