Description
The Bureau of Reclamation, Pacific Northwest Regional Office, intends to negotiate a sole-source contract for the modification of TimML multi-aquifer analytic element modeling software to account for perched aquifers. The contract will be negotiated with WHPA Inc, 320 W 8th St Ste 201, Bloomington, IN 47404-3700, for the services of Mark Bakker, developer of TimML. The NAICS code for this requirement is 541511, Custom Computer Programming Services, and the small business size standard is $23.0 million. Services required under the proposed contract include: 1) Modify TimML to fully implement modeling of polygon bounded surface water bodies with a fixed water level and a leaky bottom layer resistant to flow; 2) Develop algorithms to delineate the area of the surface water body that is perched to implement an iterative solution procedure to determine the area where there is no contact between the leaky bottom of the surface water and the groundwater table while adjusting the saturated thickness of the aquifer beneath the feature.; 3) Modify TimML code to Implement algorithms; 4) Develop a working example problem for the perched surface water body algorithm with a full problem description, a TimML model file, and a solution description.; 5) Update the existing TimML manual to incorporate the perched surface water body algorithm. This notice of intent is not a request for competitive proposals. However, all proposals received within 12 days after the date of publication of this announcement will be considered by Reclamation. A determination by Reclamation to not compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
