- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF80603736 is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-05. This requirement is 100% set-aside for Small Businesses under NAICS Code 334516 with number of employees not exceeding 500. The US Army Corps of Engineers (USACE), Engineer Re search and Development Center (ERDC), Vicksburg, MS, Coastal & Hydraulics Laboratory have a requirement for: 1-component, turn-key Laser Doppler Velocimeter (LDV). The application is measurement of flows associated with waves and/or surge overtoppi ng a levee. These measurements will be conducted in a small-scale physical model with maximum velocities estimated to be in the range of 2 m/s. The system Must be a self-contained, fully-calibrated, off-the-self system requiring no extensive optica l adjustment or esoteric setting of the sensing parameters. The system must be capable of non-intrusive measurement (i.e., from outside of a glass-walled wave flume), and it must operate in the backscatter mode. The system must include all necessary soft ware and computer hardware to function in stand-alone operation. A major requirement for this system is a capability to interface two LDV systems to assure synoptic data acquisition. Award shall be made to the responsible offe ror whose quote is determined to be Lowest Price Technically Acceptable. Please note the minimum requirement is based on a brand name or equal basis.
