SOURCES SOUGHT NOTICE for Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs) for the U.S. Army Corps of Engineers, Southwestern Division, including services for Design-Build Construction, Cons truction, Remediation, Alteration, and Repairs of real property to include, but not limited to, planning, designing and constructing new and/or renovated facilities for military and civilian customers of the U.S. Army Corps of Engineers, Southwestern Divis ion. This is a SOURCES SOUGHT NOTICE for the purpose of obtaining market research only. NO PROPOSALS are being requested nor accepted under this notice. The U.S. Army Corps of Engineers, Fort Worth District, will use information obtained under this notice to develop an acquisition strategy to meet the needs of the U.S. Army Corps of Engineers, Southwestern Division. Failure to respond to the market research survey will NOT preclude a firm from participating in the resulting solicitations; HOWEVER, lack of participation by small business contractors may result in fewer set-aside opportunities. The intent of this notice is to assess industry's large and small business concerns, including 8(a), Small Disadvantaged Business (SDB), Histor ically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), capability and interest in performing a wide variety of services including Design-Build Construction, Construction, Remediation, Alteration, and Repair s of real property to include, but not limited to, planning, designing and constructing new and/or renovated facilities for military and civilian customers of the U.S. Army Corps of Engineers, Southwestern Division. Typical requirements issued under the m ilitary and civilian U.S. Army Corps of Engineers, Southwestern Division customers are anticipated to be primarily associated with new construction, maintenance, repair, replacement, renovation, minor construction (including asbestos and lead base paint ab atement), restoration, or modernization of a wide variety of facilities. Efforts may include, but are not limited to, planning, design, and installation/construction of the following systems: HVAC, plumbing, electrical, elevators, building envelope, fire protection, AT/FP, or total renovation. The combined Southwestern Division program need is anticipated to be $400 Million over a five year period. More work is anticipated at locations with higher concentrations of facilities, but may be spread acr oss the Southwestern Division. The Southwestern Division includes following U.S. Army Engineers Districts: Fort Worth District, Galveston District, Tulsa District, and Little Rock District. The Civil Works boundaries consist of all or part of six (6) sta tes including AR, KS, LA, MO, OK, and TX. The Military boundaries consist of all or part of five (5) states including AR, LA, NM, OK, and TX. The anticipated North American Industry Classification System (NAICS) code for this program is 236220, Commercial and Institutional Building Construction with a corresponding Standard Industrial Code (SIC) of 1542 and a Business Size Standard of $31 Million. It is anticipated that the program need for the Southwestern Division may be met through the use of the multiple award process to establish various Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The MATOC appro ach is anticipated to result in the establishment of qualified pools of contractors who in turn will compete for award of a task to perform various requirements in locations throughout the Southwestern Division. The total number of MATOCs anticipated to b e awarded and the size and type of any set-aside solicitation will be determined based on the responses received from this sources sought notice. Th e Government must ensure there is adequate competition among contractors for work to be performed under a multiple award approach. Interested Offerors shall respond to this Sources Sought Notice by completing the Market Research Survey which ma y be accessed at: https://ebs.swf.usace.army.mil/ebs/Market_Research/MATOC/MarketResearchSurveyForm.cfm?Projectid=1 The survey will be available until 1600 (4:00 pm) Central Standard Time (CST) on 26 March 2008. Completed surveys will be con sidered in the development of the acquisition strategy to support this program. The market rese arch survey seeks to identify industry's experience, past performance, and capabilities to execute this program. Offerors responding to this Sources Sought Notice, by completion of the Market Research Survey, must do so no later than 1600 (4:00 pm) CST on 26 March 2008. Late submissions will not be accepted.
