Description
REQUEST FOR INFORMATION (RFI) No.: 08-0008 This is a REQUEST FOR INFORMATION (RFI) sources sought synopsis AND NOT A REQUEST FOR PROPOSAL (RFP). There is no solicitation available at this time. This synopsis is for information and planning purposes only and does not in its issuance restrict the Government as to the ultimate acquisition approach. This request is limited to small businesses. The Government will not reimburse any contractor for any cost associated with preparing or submitting a response to this request. The Government wishes to determine potential sources for the procurement of services to support the Integrated Logistics System-Supply Program Management Office of Headquarters 754th Electronic Systems Group (754 ELSG) of the Air Force Materiel Command (AFMC) at Maxwell Air Force Base (MAFB)-Gunter Annex, Alabama. This RFI is in accordance with FAR 15.201 (e). The Government is seeking information on sources capable of providing technical, operational, and functional customer support to develop, program, test, and implement Air Force base level supply automated information systems (AIS) changes. The Government is also seeking sources that are capable of providing additional support to include the receipt, inspection, storage, issue, shipment, and tracking of all assets. The Integrated Logistics System-Supply Program Management Office provides supplies and equipment support to Air Force, Air Force Reserve, and Air National Guard units at fixed operating bases and forward operating locations. This legacy system is utilized at 334 sites Air Force-wide. Please review the attached Draft Statement of Objectives (SOO). Your response should reflect your ability to fulfill the tasks identified in the SOO. INSTRUCTIONS FOR SUBMITTAL OF CAPABILITIES PACKAGE: The information package should include the following items: 1. Capabilities package. 2. Identify size/type of company (small business, very small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business), whether a U.S. or foreign-owned firm. The North American Industry Classification System (NAICS) code for this requirement is 541512, and the small business size standard is $23 million. Firms are reminded and cautioned that only the Contracting Officer is legally authorized to commit the Government. Respondents should identify their company's name, address, telephone number, and point of contact. Capabilities packages and all RFI responses should be sent electronically to Ms. Sherrita Muse (334-416-4316), the Contracting Officer, at Sherrita.Muse@gunter.af.mil no later than 5:00 p.m. (central time), 26 Mar 2008. Please limit your responses to 20 pages. This 20 page limitation does not include the cover letter, executive summary or table of contents. Please refer any questions, concerns, clarifications and/or technical comments, regarding this RFI to Ms. Sherrita Muse at Sherrita.Muse@gunter.af.mil. All questions and/or clarifications in regards to this announcement will be posted on the Hanscom AFB Electronic Request for Proposal Bulletin Board (HERBB) website and the Federal Business Opportunities (FedBizOpps) website. To ensure consideration, all packages must be received by 5:00 p.m. (Central Time) on 26 Mar 2008. It is the responsibility of the business concern to ensure that its response reaches the given address by the given time. Proprietary information or restricted information should be clearly marked and will be safeguarded appropriately by the Government. It is important that all firms interested in this requirement are registered in the Central Contractor Registration (CCR), website http://www.ccr.gov/. A DUNS number is required for registration. Visiting the Federal Business Opportunities (FedBizOpps) website at www.fedbizopps.gov and Hanscom AFB Electronic Request for Proposal Bulletin Board (HERBB) website at www.hanscom.af.mil provide vehicles for you to access future Government acquisitions. An Ombudsman has been appointed to address concerns from any interested firms during this phase of the acquisition. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
