Description
The following are vendor questions and the Government's responses: 1. QUESTION: Is it possible to receive further clarification as to why the Service Contract Act Wage Determination is now being included in the Durham VA Homemaker Bid, as it does not appear applicable to the Home Care industry? ANSWER: FAR 22.10, Service Contract Act, applies to all Government contracts, the principal purpose of which is to furnish services in the United States through the use of service employees . . . ". Further, FAR 22.1002-1, General, states: "Service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates." 2. QUESTION: Apologies if I've missed it, but is there a stated time frame from contract award date to contract start-up? I've not found this in the Solicitation or any amendments and/or modifications. ANSWER: Offerors must be ready to provide services immediately upon contract award. 3. QUESTION: If I understood correctly, offerors are only to complete blocks 12, 17, 23, 24, & 30. If that is the case, what do we enter in column 23 since column 21 & 22 are blank? Is column 23 supposed to be the hourly rate we are offering? ANSWER: Offerors must complete blocks 12, 17, and 30a, 30b, and 30c of Standard Form 1449 (designation in bottom right-hand corner). 4. QUESTION: How do we confirm that the Durham VA received our past performance surveys? ANSWER: Once the solicitation closes, the Contracting Officer will ensure that past performance surveys have been received for every offeror proposal received. The Contracting Officer will contact any offeror whose past performance surveys have not been received.
