Description Combined Synopsis/Solicitation-Request for Quote-Role Players Service **Amend 03**Change Automobile insurance to ?Secondary?. Delete original requirement. **Amend 02** was a duplication of Amend 01. **Amend 01** Delete SCA Determination Requirement add "National" background checks. This is a combined synopsis/solicitation Request for Quote (RFQ), Solicitation Number: RFQ 20036294 for commercial Role Players at Customs and Border Protection (CBP) 440 Koonce Road, Advanced Training Center, Harpers Ferry, WV 25425 in accordance with the Statement of Work (below), all clauses/provisions found in this document and FAR Subpart 12.6. This announcement constitutes the solicitation. The National American Industry Classification code is 561320, with a business size code of $12.5 million. CBP intends to award a Firm Fixed Price purchase order for role players. Quote shall be submitted to John P. Callahan by E-mail only: john.callahan@dhs.gov. Quote due date is March 12, 2008, by 2:30 p.m. local time. Performance shall start immediately after award. This RFQ incorporates the following clauses and provisions that are in effect through the Federal Acquisition Regulation (FAR) (http://www.acnet.gov) and Dept Homeland Security Regulation (http://farsite.hill.af.mil/VFHSARA.HTM), Federal Acquisition Circular (2005-21, dated 7 Dec 07): 52.212-4-Contract Terms and Conditions-Commercial Items(Feb 2007), 52.212-5-Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Sep 2007), 52.222-21- Prohibition of Segregated Facilities (Feb 1999), 52.222-26-Equal Opportunity (Mar 2007), 52.222-35-Equal Opportunity for Special Disabled Veterans, Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sep 2006), 52.222-36-Affirmative Action for Workers with Disabilities (Jun 1998), 52.222-37-Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sep 2006), 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003)(31 U.S.C. 3332), 52.222-41, * 52.212-1 Instructions to Offerors - Commercial Items (Nov 2007), 52.212-2-Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and past performance, where price and past performance are of approximate equal value. (b) Options-N/A (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance. (d) Past Performance: Contractors need to provide three (3) references (e-mail) with the following information: Name of Company, Address of Company, Phone and Fax numbers, Point of Contact, Dates of Performance, Contract/Purchase Order Number, Dollar Value. The Past Performance Questionnaire shall answer the following questions with responses ranging in point value from 1 to 5, with 1 being unsatisfactory up to 5 being Outstanding. 1. References Comments: Contract Specialist may call references to validate information and ascertain appropriate rating. 52.228-5 Insurance Work on a Government Installation (Jan 1997) (b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. Employers liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers compensation to be written by private carriers. (b) General liability. (1) The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. (2) Property damage liability insurance shall be required only in special circumstances as determined by the agency. (c) Automobile* (d)There shall be no exclusionary clauses added to this contract for any asbestos related work that would void the required General Liability insurance. Contractor shall provide all labor, materials, supervision and transportation in strict accordance with all specifications, terms, conditions, provisions, and schedules of this solicitation and any resulting contract document to provide complete Role Player Services in accordance with this document Description of Service: Role Player Services, Price per hour $________ x 2,464 hours = $______________ Description of Work: Mandatory in accordance with TITLE 8-CFR. Support 19 iterations on the advanced admissibility Secondary Processing Course and 10 iterations of the Enforcement Officer Training program, unless race, ethnic background or age is specifically identified, all other role players in all other roles will represent the racial mix and ages found in the current United States population, as identified by the latest United States census. From the 2000 Census, the statistics for average age are between the years of 20 and 49. Race percentages break down as: 75.1% White, 12.5% Hispanic or Latino, 12.3% Black or African American and .1% for all others. Provide the required number of Role Players, as requested by instructors for each scenario, and comply with the physical descriptions of Role Players as described in the scenarios. Role Players will be over 18 years of age, will regularly participate in training exercises, a minimum of one every 60 days. Role Players will be available on a flexible time schedule, morning and evening hours from Monday through Friday. Provide a Site Supervisor who will be responsible for a variety of duties to include set-up, clean up, sign-out, distribution, collection, inventory and maintenance of props (weapons, bullet proof vests, police officer uniforms, insignia and badges, personal identification and appropriate attire), when necessary. Role Players will be appropriately attired for their assigned role, and groomed to realistically portray their assigned roles. Role Players shall provide their own clothing. Employees will report either 30 minutes or one hour prior to the scheduled starting time, as stated in each scenario. Vendor shall safeguard Government owned property within their care, custody and control, and provide appropriate preventative measures to ensure the property is not lost, damaged or misused. Vendor understands that the client prefers that Role Players possess a combination of formal education above the high school level and several years of work experience. Requirements may include: English speaking at the eighth grade level or above; not less than eighteen years of age and possess, at a minimum, a high school diploma or GED equivalent. All personnel must already have National background checks, CBP reserves the right to conduct their own backgrounds checks (no persons with a felony or misdemeanors in the last 8 years will be allowed access). Employees will be assigned to work in designated areas of the client facility. Vendor will ensure that employees will not enter any other areas or buildings without prior client approval. Vendor must ensure that the contents of training exercises, scenarios, interviews, scripts and identities of Government employees is confidential and will not be released to sources outside the Government. All vendor employees having access to the content of the training, will be asked to sign the Confidentiality Agreement p misdemeanors in the last 8 years will be allowed access).
