Description
NASA/NSSC has a requirement for three courses entitled ?MATLAB Fundamentals Programming Techniques", "Advanced MATLAB Programming Techniques", and "Simulink for Dynamic System Modeling?. This training shall include both an introduction and advanced look at the MATLAB technical computing environment for aerospace engineers; themes of data analysis; visualization, modeling, and programming; algorithm modeling and design validation; and application of basic modeling techniques and tools for developing Simulink block diagrams. The vendor shall be responsible for providing all training materials to include software and any training books or workbooks necessary for the course. The vendor shall conduct a five day session; two days to cover MATLAB Fundamentals & Programming Techniques for Aerospace Applications, one day to cover Advanced MATLAB Programming Techniques, and two days to cover Simulink for Dynamic System Modeling. Training shall be conducted at NASA?s Dryden Flight Research Center on April 14-18, 2008. NASA/NSSC intends to purchase the training course from The Mathworks, Inc. 3 Apple Hill Dr, Natick, MA 01760. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1) These are existing courses that meet the requirements of NASA without need for modification; 2) The vendor developed the MATLAB and Simulink software products and through that knowledge and proprietary data is able to provide expert training utilizing current staff; 3) The vendor?s expertise and many years of hands-on experience at NASA provides for cost-effective, timely, specialized training that can not be readily duplicated by any other source within the timelines required. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 24, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
