- The US Army Space and Missile Defense Command intends to negotiate on a sole source basis with CAS, Inc Huntsville, Alabama, for an increase to the ceiling on the current CAS Contract W9113M-05-C-0134. The proposed action is pursuant to 10 U.S.C. 23 04 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. This action is to support the continuation of current efforts relating to the Rapid Aerostat Initial Deployment (RAID) Requirements Scientific, Engineering and Technical Assistanc e (SETA) and Logistics Support . Award to any source other than CAS would result in unacceptable delays and substantial costs. This action will be a modification to the existing cost plus fixed fee contract. The ceiling increase will support the executi on of work planned through October 2010. The significant duplication of cost involved with a new contractor is considered to be well beyond any cost savings that might be achieved through competition. Under the authority of FAR 6.302-1, this action is di rected toward CAS, Inc. This acquisition is not open to foreign firms. All responses should be directed to Elbert Clarke at elbert.clarke@smdc.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. No telephon e inquiries will be accepted. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source mod ification to Contract W9113M-05-C-0134 is not a request for competitive proposals. A determination by the government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
