- The Fort Knox Directorate of Contracting is conducting market research for Live Scan Background Check Services for the U.S. Army Recruiting Command (USAREC) to determine the capabilities of all businesses (large and small) interested in the opportuni ty described below. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. It is a market research tool being used to determine procurement strategy. Appropri ate procurement strategy will be determined after consideration of industry response to this sources sought announcement. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this notice. The applicable NAICS code is 561611 and the size standard is $11,500,000. The contractor shall provide all labor, hardware and software for Live Scan background checks initiated by Army recruiting personnel. Live Scan fingerprint capture shall take pla ce at the contractors collection points. There are approximately 1700 Army recruiting stations nationwide. The contractor shall provide collection points within a 20 mile or 20 minute radius of at least 70% of the US Army recruiting stations within the c ontinental U.S. All fingerprint data collection shall be sent directly to the FBI for background criminal record information and sent back via a web-based application for retrieval within 24 hours of request. The contractor shall provide a secured intern et website designed for USAREC personnel to initiate background screening processes for civilians desiring to enter military service. The website shall be accessible from all Recruiter Work Stations (RWS), and other government computers as directed by the government. Please limit your response to no more than 7 pages and include the following: 1. Business Information a. Company name and address b. D&B Duns Number c. Socio-economic classification of company (i.e., small business, 8(a), wom an owned, service disabled veteran owned, HUBZone, large business, etc.) d. Size (gross revenue, number of employees in company) e. Number of years in existence f. Company point of contact name, phone, email address 2. Vendors Capabi lities A description of the vendors capabilities to provide the Live Scan background check services consistent with the description of duties described in this announcement to include: a. Whether or not your company is an FBI certified channeling agency. b. Whether or not your company can provide data collection points within the specified distance of at least 70% of the US Army recruiting stations within the continental US. Responses to this announcement are due at 1:00 PM, EDT on Monda y, 17 March 2008, must be in writing, and must be sent electronically to Joanne Edwards at joanne.w.edwards@us.army.mil.
