Description
This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. No solicitation is currently available at this time. The purpose of this sources sought notice is to gain market knowledge of potential qualified sourc es and their size classifications; HUB Zone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business relative to NAICS Code 519130, with a small business size standard not to exceed 500 employees. The objectives for this service include: 1. Ensure that references and accounts of the Combined Arms Center, and the Army at Fort Leavenworth, found within the New Media outlets (Internet, blogosphere, etc.) are accurate and truthful. 2. Identify those blogs and other new media sources that are generating inaccurate information about the Combined Arms Center and Fort Leavenworth initiatives. 3. Coordinate directly with the CAC Chief, Strategic Communications regarding pertinent article s within the new media and provide suggested tactics for responding and engaging within targeted media outlets. 4. Each strategic New Media communications and marketing plan shall address the governments goals, a recommended methodology and timeline, esti mated resource costs, and an expected target audience outcome. 5. Provide expertise to, design, and coordinate production of informational products that will showcase the activities and contributions of CAC on the external and internal website. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. To respond to this notice, provide a statement of capability demonstrating your firms ability to provide the service. A draft S tatement of Objectives is being provided for review and comment. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The intended contract shall provide for a one year period of performance and one optional year. The contemplated contract type is firm-fixed-price. All firms interested in doing business with the U.S. Federal Government must be registered in the Central Contractor Registration www.ccr.gov. Response s to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 51 9130 2) Does your firm qualify as a small disadvantaged business 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act 4) Are you a certified HUB Zone firm 5) Are you a woman-owned or operated business 6) A re you a certified Service-Disabled Veteran Owned or Veteran Owned business 7) Is your business a large business. Please provide responses to this notice in writing to tammy.davis4@us.army.mil. Telephone responses will not be accepted. Provide responses no later than 19 March 2008. Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. No solicitation is current ly available at this time. Draft Statement of Objectives Purpose. Researches, develops, plans, directs and executes a New Media/Social Media outreach campaign to promote understanding of the complex range and scope of CAC programs to inc lude information on the CAC external and internal websites. Develop concepts for engagement of key influencers, media and publics within the New Media/Social Media target audience. Scope. Conducts New Media Operations public affairs program for the Com bined Arms Center (CAC) Strategic Communications Office, with responsibility for planning, designing, and executing a program to inform and educate the general and specialized publics about CAC programs, activities and services. Establishes and maintains effective working relationships with members of traditional news media while initiating, developing, establishing and maintaining effective working relationship s with members of the developing New Media/Social Media networks and outlets. Period of performance. The period of performance is from the issue date of the modification for 12 months, with one (1) 12-month optional period, exercisable at the disc retion of the government. Background. The Commander, Combined Arms Center, recognizes the need to engage publics, media and individuals through current and developing tools referred to as New Media/Social Media in order to gain and retain support f or the organizations current and future initiatives and programs and to showcase the contributions of CAC in support of TRADOC and the Operational Army. Good judgment and creative thinking are required in order to define issues and develop recommendation s. The New Media specialist uses seasoned judgment in deviating from acceptable communication practices or strategies to develop methods appropriate to specific issues or problems. Performance objectives/required results. OBJECTIVE #1.
