- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation VA-262-08-RQ-0181is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-18. NAICS Code 423110, $6M full and open competition applies. The Department of Veteran Affairs has a requirement to purchase a new Ford four (4) door passenger automobile (No substitutions-must be a Ford), which shall include the following characteristics but not limited to the following: (1) Light Leather Seats (not white), (2) A full front bench seat (NO BUCKET SEATS), (3) The exterior color shall be of a light color (No dark colors), and (4) Engine shall be a V6 cylinder. The automobile is for veteran beneficiaries required and inspected by the Department of Veterans Affairs Long Beach Healthcare System (VALBHS). Contractor shall deliver the new automobile to the VA Long Beach Healthcare System, 5901 E. 7th Street, Long Beach, CA 90822. The following provisions and clauses apply to this solicitation; which is necessary to obtain full operational value. The following provisions and clauses apply to this solicitation; 52.212-1 Instructions to Offeror-Commercial Items, 52.212-2 Evaluation-Commercial Items, 52.212-3 Offeror Representations & Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Order Commercial Items with (b) (1), (14), (15), (16), (17), (18), (19), (21), (24), and (30) checked. FAR 52.228-5, Insurance Work on a Government Installation, 52.233-2 Service of Protest, VAAR 852.233-70 Protest Content, VAAR 852.233-71, VAAR 852.237-71 Indemnification and Insurance, Alternate Protest Procedure and VAAR 852.270-4 Commercial Advertising also apply to this solicitation. Quotes will be evaluated on the following criteria: price Award will be made to the offeror whose product meets the requirements listed above and is most advantageous to the Government. The Government intends to evaluate the information received and award without discussions. Offers including the pricing information are to be submitted on company letterhead and include the information required in provisions 52.212-1, a completed copy of the provisions 52.212-3. Offeror Representations and Certifications-Commercial Service, literature/brochures on proposed equipment and the company DUNS number. Electronic copies of the referenced provisions and clauses are available on the internet at www.arnet.gov/far and www.va.gov/oa&mm/vaar/. Quotations and all required information must be received by 4:00 PM March 24, 2009. Quotations and all required information shall be submitted to Emelda Cabug, Network 22 Logistics Office, Building 149, 5901 East Seventh Street, Long Beach, California 90822. Solicitation number VA-262-08-RQ-0181 must be listed on all documents for identification purposes. Offers not prepared in accordance with this notice may not be considered.
