- ****THIS IS AN 8(a) COMPTETITIVE SET ASIDE**** The Office of Acquisition (AQM) in the Department of State on behalf of Bureau of Administration, Office of Logistics Operations (A/LM/OPS) seeks to issue an 8(a) competitive solicitation for warehouse operations services at the Department of State Warehouse, Hagerstown, MD. The required services will include but are not limited to: manage, perform and supervise overall warehouse operation services for the storage of household effects (HHE) of Government employees, to include such tasking as receiving (from domestic van line firms or export) packed HHE in wooden lift vans/crates; inspection and weigh of the lift van/crates; packing; crating; inventory; storage; building export boxes that meet ISPM 15 (USDA/APHIS) requirements; and other related services. The Department intends to award a single contract for this support to the Office of Logistics Operations. The service provider and any prospective subcontractors will be required to posses a SECRET level facility clearance at the time of award and must be able to obtain individual security clearances at the SECRET level for a specified number of employees; background checks for all employees will be required. Offerors are solely responsible for all expenses associated with responding to this Request for Proposal (RFP) and site visit travel to the Tour of Hagerstown Warehouse as outlined in the RFP. All offerors who anticipate on attending the Tour of Hagerstown Warehouse must e-mail two (2) names as a maximum of requested attendees to Mr. Edward Baran at baranej@state.gov. All questions concerning the Request for Proposal (RFP) shall be received on or before 4:00 pm EST on Monday, June 4, 2007. Please submit questions related to this Request for Proposal to Mr. Edward Baran via e-mail. No telphone call questions will be accepted. Proposals are due by 2:00 pm EST on June 21, 2007, to the attention of Mr. Edward Baran. This acquisition is advertised as a 100% 8(a) Program set aside. The National American Industrial Classification Standard (NAICS) code for this procurement is 493110. The Request for Proposal (RFP) will require the submission of a technical proposal and price proposal. Evaluation and award will be on a best value basis. The solicitation will be issued via FEDBIZOPPS only. NO PAPER COPIES will be mailed. Placement of a firm fixed priced (FFP) Indefinite Delivery/Indefinite Quantity type contract for a one-year base period, plus four (4) one-year options is anticipated. ALL PROSPECTIVE OFFERORS MUST BE REGISTERED IN THE CENTRAL CONTRACTORS REGISTRATION (CCR) IN ORDER TO BE ELIGIBLE FOR AWARD.
