Description
This is a pre-solicitation notice for the following: ABU Combat Boot. Brand name or an equal to the Belleville 650 Model. An equal models must be in compliance with the salient characteristics that will be provided within the solicitation. Quantities are as follows: Line Item Description QTY Unit 0001: Mens ABU Combat boot; sizes range from 6 through 16XW, 2,479 pairs. Actual sizes and quantities to be provided in the solicitation. Line Item Description QTY Unit 0002: Womens ABU Combat boot; sizes range from 4 through 10WF, 782 pairs. Actual sizes and quantities to be provided in the solicitation. The delivery date of the boots is 1 April 2008. FOB Destination. Request for quote will be available on or about 28 January 2008. The RFQ closing will be on or about 6 February 2008. The RFQ will be made available electronically on FedBizOpps. The North American Industry Classification System Code is 316219 and the small business size standard is 500 employees. This acquisition is unrestricted. The evaluation criteria is based on the following: 1. Evaluation of all proposals who meet or exceed the salient characteristics on a pass or fail basis 2. Evaluation of price reasonableness of all proposals who meet or exceed the salient characteristics, then rank by total evaluated price. 3. Evaluate lowest price offerors past performance. If past performance is High Confidence, evaluation is complete. If the lowest price offeror?s price performance is not High Confidence evaluate the next lowest price offerors past performance. Continue evaluating next lowest price offerors past performance until a offeror is rated High Confidence or until all offerors are evaluated. At this point the evaluation is complete and the SSA proceed to the integrated best value assessment of the evaluated offerors. Past performance is approximatly equal to cost or price.
