- Description
- This is a Pre-Solicitation notice for BASE OPERATION AND SUPPORT SERVICES (BOSS), NAVAL SUPPORT ACTIVITY, MID-SOUTH, MILLINGTON, TN. The scope of work includes all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform public works administration, supply, facilities investment, pest control, refuse collection and recycling, swimming pool services, grounds, street sweeping and snow removal, electrical, gas, wastewater, environmental services, and base support vehicles and equipment (BSVE). Best Value Source selection procedures will be utilized in conducting this competitive negotiation, which will consist of the submission of price and technical proposals once the Request for Proposal is issued. This is a combination Firm Fixed Price/Indefinite Quantity Performance-Based Contract with a base period of twelve months and four (4) one-year option periods, and five (5) one-year award-option periods. The NAICS Code for this solicitation is 561210, Facilities Support Services. The Small Business Size Standard is $32,500,000.00. The total amount of the contract (base plus options) shall not exceed $145,000,000.00. The total duration, including the exercise/award of any options, shall not exceed 10 years. Third Party ordering of Indefinite Delivery/Indefinite Quantity (IDIQ) work using DoD EMALL and Government Purchase Cards (GPCs) will be utilized. The RFP will be available in electronic format only and will be posted on the electronic solicitation (E-Sol) website on or about April 15, 2005. Estimated proposal due date shall be at least 30 days after the RFP is posted on the E-Sol website. The site address is: http://esol.navfac.navy.mil. Notifications of any updates or amendments to the solicitation will be posted on the website only. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
