- NAICS Code: 611310 THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The U.S. Environmental Protection Agency (U.S. EPA), Office of Atmospheric Programs (OAP), Climate Change Division (CCD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Oregon State University of Corvallis, OR. The purpose of this acquisition is to support the development of a US public forest lands module for FASOM-GHG that allows endogenous determination of public forest management. Oregon State University is uniquely qualified to perform this work as no other organization has the first-hand economic modeling experience and capability due to their principal model development role in the forestry component of the Forestry and Agriculture Sector Optimization Model + Greenhouse Gases (FASOM-GHG). FASOM-GHG is the primary analytical tool of EPA's Climate Change Division for evaluating the GHG emissions and mitigation potential of US agriculture and forestry. FASOM-GHG enables comprehensive and rigorous analysis of the domestic economic welfare and GHG emission/carbon sequestration responses of competing forest and agricultural mitigation options and practices to alternative carbon equivalent emission policies. The FASOM-GHG model is unique because it incorporates refined representations of key factors and linkages required for valid GHG emissions mitigation analysis, notably critical production and demand factors, relationships between sectors, and full GHG accounting for the US agriculture and forestry sectors. Oregon State University has initiated and led model development of the forestry components of the FASOM model for almost two decades that has resulted in the current FASOM-GHG model. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
