- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91CRB08T0055, for a Foreign Military Sales requirement. The re quirement is for one hundred (100) each, Apache Rotor Head Strap Assembly, Part Number (P/N) 7-311411146-7, NSN 1615-01-154-7076, in support of the United States Army Security Assistance Command. This is an urgent requirement, therefore it is requested th at the assemblies be delivered no later than 31 March 2008. The Government intends to award a Firm Fixed Price (FFP) type contract resulting from this solicitation to the most responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The evaluation factors are price, delivery and past performance with price and delivery being equal. Contractors are requested to provide FOB Destination pricing for the aforementioned quantities, to include your best deliv ery schedule. The following documents are available on the Army Single Face to Industry Website (https://acquisition.army.mil/asfi/): 1) Shipping Instructions; and 2) WAWF Invoicing Instructions, 3) Certificate of Conformance. The provision at 52.212 -3, Offeror Representations and CertificationsCommercial Items, applies to this acquisition. An offeror shall complete only paragraph (k) of 52.212-3 if the offeror has completed the annual representations and certificates electronically at http://orca.bp n.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision and provide it with their offer.
