Description
The U.S. Army RDECOM Acquisition Center, on behalf of the Director for Operational Test and Evaluation (DOT&E), Office of the Secretary of Defense, requires a contractor to provide general administrative, human resources, and project support. A time- and-materials type contract is anticipated with a single award. This contract will be for an initial Base year and four option years to cover a 60 month period as a 100% 8(a) Set-Aside Contract. This work will be a severable services and incrementally fun ded. This effort will provide full-spectrum support in the areas of administration, human resources, project execution, security coordination, facility management, official travel, training request processing, automated database development and maintenan ce, handling of classified documents, and courier service between DOT&E offices. The DOT&E Defense-wide mission responds to a need for independent program-level test assessment, evaluation and analysis in support of the DoD mission. Support under this co ntract will be provided to a senior-staff organization in the Pentagon. Requirements levied on the DOT&E and component organizations carry an accompanying necessity for experience, skill, and high-quality performance. Freedom from conflict of interest wi th DOT&Es mission is also a requirement. Foreign participation in this contract is not authorized. Access to classified information is not required in order to respond to the solicitation. However, the successful offeror will be required to commence work involving access to classified information immediately upon contract award. Personnel of the successful offeror who will be performing on this contract must have a SECRET personnel security clearance based on a current Single-Scope Backg round Investigation (SSBI). For select positions, as determined by the government, security clearances at the level of TOP SECRET will be required. The Government will provide a DD Form 254 Contract Security Classification Specification upon issuance of the solicitation. For the new contract, the following will be particularly important and valued: (1) accuracy, timeliness, and professional discretion in executing the technical requirements of the contract (2) understanding of the unique characteristics and requirements in working at senior-staff levels in the Pentgagon (3) knowledge of federal government human resource management and DoD security requirements (4) familiarity with the fundamentals of Microsoft Office Suit e. The successful offeror will be required to have an office located in the Washington, DC metropolitan area within a 30-mile radius of the DOT&E office in the Pentagon. Offerors will be excluded from consideration who have significant invo lvement in development of systems for the Department of Defense that are under, or will be under, DOT&E oversight. The U.S. Department of Labor Employment Standards Administration Wage and Hour Division for the Washington D.C. Area will be incorporate d into the Contract. This acquisition is based on full and open competition among qualified 8(a) Contractors. The NAICS codes is 561110. In accordance with FAR5.102(a)(7), availability of the solicitation will be limited to the electroni c medium. The solicitation will be available for download free of charge via the U.S. Army Research, Development and Engineering Command (RDECOM) Acquisition Center homepage at: https://acquisition.army.mil/asfi/. It is anticipated that the solicitation will be issued on or about 17 March 2008. Hard copies will not be provided. Notification of any changes (amendments) to the solicitation will be made on the webpage at the address listed above. It is the contractors responsibility to check the website for any posted changes to the solicitation. Telephone requests for a copy of the solicitation will not be honored.
