Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CONTRACT FORM SECTON A 1. This Blanket Purchase Agreement (BPA) is for the purpose of establishing the terms, conditions and price for services described in the Statement of Work (SOW). Services shall be furnished when requested by the Contracting Officer or an authorized representative of the government. This BPA forms the foundation for a subsequent Government obligation. It is not a contract but a written instrument of understanding. T he contract is formed by the Government making a written or verbal order / call for services to be performed and the Contractor accepting, either by promising to perform or by beginning performance.2. The period of performance under this BPA is 1 April 200 8, or date of award (which ever is later) through 31 March 2011. 3. Contractors shall perform services described by Tasks 1 through 4 of the Statement of Work as a Facilitator / Trainer, for the School for Command Preparation. Seminars (zero to four) are held each month. Contractor shall prepare all materials, typed or with a word processor, to convey a professional image, i.e. no spelling or grammatical errors.4. The government intends to award three BPAs. TITLE: FACILITATOR/TRAINER, COMMAND TEAM SEMINAR 2. SCOPE OF WORK: The contractor, upon notification of acceptance of the contractor proposal of the Blanket Purchase Agreement, shall supply the necessary services to accomplish th e tasks outlined in the following paragraphs. The Government will furnish the required classroom space, student expendable office supplies, and training materials necessary to meet specific class objectives. Any required travel, child care, personal expe ndable supplies, or other operating expenses are the responsibility of the contractor. 3. TASKS: The contractor shall perform the following Tasks: 3.1. TASK 1: Subject matter expert and presenter / lecturer / moderator for any of the scheduled seminar ses sions setout in Appendix A and ordered prior to a scheduled seminar. 3.1.1. Contractor shall have the knowledge, skills, education, certification and experience specified in Appendix A for the session ordered. 3.1.2. Contractor is responsible to prepare an d present on the ordered subject a lecture, Presentation or panel of the scheduled length, during the scheduled time period, and including the elements specified in Appendix A.3.1.3. The actual length of a presentation may be increased or decreased by the Seminar Director to meet the requirements of a specific, in progress, training seminar, without affecting the price. 3.1.4. Contractor and the Government shall confirm qualifications and agree at least two weeks prior to the Governments first order for a new session topic.3.1.5. The Contractor chosen to provide the following Presentations shall perform as stated below: 3.1.5.1. TASK 1b: Subject matter expert for the Myers Briggs Type Indicator (MBTI).3.1.5.1.1. Contractor shall be responsible for a one ho ur presentation introducing the seminar attendees to the theory and methods of applying the Myers-Briggs Type Indicator to their personal and professional lives . 3.1.5.1.2. Contractor shall have current MBTI certification and be familiar with the current theories and requirements pertaining to the administration of the MBTI instrument. 3.1.5.2. TASK 1c: Subject matter expert for Situational Leadership 3.1.5.2.1. Contractor shall have training or education in the Theory of Situational Leadership. Must be able to address the four leadership styles of situational Leadership and help seminar attendees apply these in practical use and exercises. 3.1.5.2.2. Contractor shall be responsible for a 45 minute lecture on Situational Leadership, to include the four leadership styles. 3.1.5.3. TASK 1a: Subject matter expert and panel moderator for the Battalion Spouse Panel. 3.1.5.3.1. Contractor shall have knowledge of and experience working with the spouses of Army Battalion Commanders; be able to address the special issues and challenges facing an individual in this position; be able to facilitate a panel of 2 - 15 members who shall act as resources by sharing their expe riences as a spouse of battalion commanders; be able to address the interface between the enlisted and officer corps within the United States Army; skilled panel moderator to include confrontation management skills and effective communication.3.1.5.3.2. Contractor shall be responsible for a one hour presentation of a panel of 2 - 15 members of spouses of former battalion commanders. 3.1.5.4. TASK 1.g: Subject matter expert for Family Readiness Group (FRG) Panel3.1.5.4.1. Contractor shall have knowledge of and experience working with the commanders, CSMs and spouses; be able to address the special issues and challenges facing an individual in relation to deployment and Family Readiness Groups; be able to moderate a panel of 3 - 8 members who shall act a s resources by sharing their FRG experiences as a Commander, Rear Detachment Commander, CSM and spouse; be able to address the interface between the enlisted and officer corps within the United States Army; skilled panel moderator to include confrontatio n management skills and effective communication.3.1.5.4.2. Contractor shall be responsible for a one hour presentation of a panel of 3 - 8 members of Commanders, Rear Detachment Commanders, CMSs and spouses along with representatives from the reserves and DA Staff.3.1.5.5. TASK 1.d: Subject matter expert and presentor for the Volunteer Management lecture. 3.1.5.5.1. Contractor shall be responsible for a 30 - minute lecture presentation on volunteer management. 3.1.5.5.2. As a minimum, the contractor shall have three weeks formal training in the recruitment, retention and utilization of volunteers; and knowledge of volunteer programs in the civilian community and specific to the Army life-style. Two years varied experience as a volunteer with a local or nat ional organization can be substituted for formal training; and experienced in writing documentation for volunteer positions such as job descriptions, resumes, and position announcements. 3.2. Task 2: The contractor shall provide other presentations, lectu res, panels and group discussions (not included in the facilitator duties) as required by the activity. 3.2.1. Contractor shall prepare and present those presentations, lectures, panels and group discussions requested by the activity with adequate notice a nd upon determination of appropriate qualifications by the contractor and the activity. 3.3. TASK 3: Facilitate small group learning activities.3.3.1. The contractor will demonstrate effective facilitation skills and apply adult learning theory concepts i n a small group experimental learning environment. Contractor will be responsible for the learning environment. Contractor will be responsible for the learning activities of one small group consisting of approximately 12 spouses and 12 - 15 military offi cers. 3.3.2. Contractor will demonstrate interpersonal skills of empathy, acceptance, congruence, and flexibility; communication skills of effective listening, observation, reflection, intervening, and reframing; and skill in techniques of the use of structured exercises, confrontations, and verbal/nonverbal interventions. 3.3.3. Contractor will have education or training in such areas as personality theory, grou p dynamics, interpersonal communication, sociology, psychology, human relations, adult education theory, counseling or helping skills, human growth and development theory, professional ethics/personal values, and assertiveness training. 3.3.4. Contractor w ill possess appropriate presentation skills, to include the ability to analyze the audience; prepare presentation script and audio-visual support materials; and clear and precise oral communication. 3.4. TASK 4: Administrative duties in support of seminar programs. 3.4.1. Contractor will attend scheduled coordination meetings including, but not limited to, pre-course, during course, and course closure meetings. 3.4.2. The contractor is responsible for the complete set up of his/her assigned small group are a or lecture area. Set up includes, but is not limited to, arrangement of classroom furniture (chairs, table); set up of easel; set up and operation of audio-visual equipment (TV, VCR, overhead projector, etc.) for lecture; and ensure the required instru ctional materials are available. The area will be completely organized prior to the start of each day of the seminar, as early as possible within the limits of the published training schedule for each session/class.3.4.3. Contractor is required to be at t he training location at least 30 minutes prior to the first session, and stay until the completion of the daily training activities.3.4.4. Contractor will be required to serve as the administrative coordinator for a seminar session. Administrative duties will be rotated among the contractors, one per session, to provide an equitable distribution of these additional duties.3.4.5. Contractor is responsible for administering course critiques and follow-up with appropriate changes to course content and structu re based on student feedback. Contractor will synchronize course content to insure standardization of presentations and materials across all small groups.3.4.6. Proposals shall include a specific resume and statement of the date of availability of the offeror. Activity personnel will evaluate each proposal submitted, without knowledge of cost. Their evaluation will primarily consider the education/training and experience provided in the resumes for performance of the tasks in the Statement of Work. The Contracting Officer will review the final evaluations and may request clarification from, or negotiate with, one or more of the propos ing offerors; or award the BPA(s) without further discussions.
