Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. INTRODUCTION. This Statement of Work (SOW) details the training, consultation, and support the contractor will provide under this contract. The contractor will provide a ten) on or about 15 March 2008 in Bogota, Colombia to professionalize Colombian soldiers engaged in the Colombian Ministry of Defense Individual Demobilization Program (DEMOB). The DEMOB operation emphasizes debriefing efforts designed to seize upon the initiat ive offered by the emergence of FARC defectors. The MTT is designed to supplement training received by Colombian debriefers from the Colombian Military Intelligence School. The purpose of this MTT is to provide training to Colombian soldiers with the neces sary skills that allow for debriefing of former insurgents as they come out of denied areas within Colombia, help the debrief site personnel improve personal and organizational counterintelligence (CI), operations security (OPSEC), and force protection (FP ) measures, and assist in developing the requisite directives and standard operating procedures to better regulate the debriefing operation. 2. GENERAL REQUIREMENTS. a. Location. Tequendama Plaza, Bogota, Colombia. b. Theater/Cou ntry Entry Requirements. All DoD members must adhere to USSOUTHCOM guidance for Theater and Country Clearance. (1) Minimum requirements to obtain a theater clearance: (a) Completion of a DD Form 1833 Isolated Personnel Report (ISOPRE P) form or equivalent (b) Completion of Moderate risk of capture (Level B) Code of Conduct Training (COCT) (c) Completion of the Survival, Evasion, Resistance, and Escape (SERE) 100 CBT, SERE Level B video/CD-ROM videos, or classr oom instruction performed by a Joint Personnel Recovery Agency (JPRA) certified SERE instructor (2) The Country Clearance requirement applies to all DoD and DoD-sponsored travelers, including personnel on deployment orders, personnel assigned to US SOUTHCOM and components, and contractors. Country Clearance requests for Colombia will be submitted using the Aircraft and Personnel Automated Clearance System (APACS) in accordance with the foreign clearance guide. Access to APACS is available at https:// apacs.dtic.mil. c. Desired Timelines (10 days) of the MTT. (1) 1 day in Miami for discussions (2) 1 day prep time in Colombia (3) 3 days CI/FP instruction (4) 5 days debriefing fundamentals d. USSOUTHCOM Repres entative. USSOUTHCOM will provide representatives to act as a liaison with the contractor, Colombian Military, USDAO Bogota, USMILGP Bogota, and other organizations within US Embassy Bogota. The USSOUTHCOM representative must be of sufficient authority to resolve issues involving execution and payment as they arise, and will be available during the period of TBD. e. Excluded from Contract. USSOUTHCOM will not pay for any charges other than those specifically provided for in this contract. <BR > 3. FACILITIES. No funding for facilities is required. The MTT will take place in the existing DEMOB facility. 4. ADP. The contractor shall make available the necessary equipment and consultants for deployment of instructors to Bogota. US SOUTHCOM representative in Bogota, Colombia will ensure facility and existing equipment are suitable for MTT instruction. 5. REQUIRED DELIVERY AND SERVICE DATE. Contractor-required training equipment will be hand carried by contract personnel and must be ready to set up within 24 hours upon arrival to Bogota, Colombia. 6. DESCRIPTION OF TRAINING: a.
