Description
NOTICE OF INTENT TO AWARD SOLE SOURCE 27 Feb 2008 The HRC2 Program Management Office (554 ELSG/PNK), 550 C Street West, Suite C-355, Randolph Air Force Base (AFB), Texas 78150, hereby formally announces the intent to award a contract on a sole source basis to Diversified Technical Services Incorporated (DTSI) for the continued sustainment of Military Personnel Data System (MilPDS) and the Defense Integrated Military Human Resource System (DIMHRS) Requirements Analysis for one month with 3 option months to allow for completion of the Personnel Service Delivery Transformation - Strategic Partnership source selection. The proposed contract action is for services for which the Air Force intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Part 8.405-6(b)(2) and Defense Federal Acquisition Regulation (DFARS) Part 208.405-70. This requirement is a logical follow on effort and DTSI is the only source capable of providing the services due to the avoidance of duplication of costs, negative impact to PSDT-SP award schedule, and increased PSDT-SP program risk. Due to the limited 30 day basic period of performance and the requirement complexity it is not feasible to compete and transition this effort to a new contractor prior to PSDT-SP transition in April 08. Competing this effort would result in increased risk and increased cost to the Government that would not be recovered through competition. Continuation of these services with the preservation of process knowledge of the incumbent contractor workforce is essential to achieve AF/A1's transformational objectives defined in the PSDT-SP Statement Of Objectives (SOO). To compete these services now during the PSDT-SP source selection would significantly impact the PSDT-SP program. Currently, services are required for one month only, but three optio n months are included in case there is a delay in awarding the PSDT-SP contract. If required, options would only be exercised one month at a time. This contract will provide support to transition existing DTSI contractor workload associated with the systems analysis and implementation of administrative or business oriented applications, participate in software testing and acceptance, and apply standard business and data manipulation principles and methods to arrive at automated solutions. This effort provides technical support to Air Force Personnel Operations Agency (AFPOA)/DPXR to incorporate functional requirements into the Air Force Military Personnel Data System (MilPDS) and other Personnel Data Systems (PDS). This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement and are received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
