Description
The Veterans Affairs in Cincinnati, Ohio intends to negotiate sole source with METRO/SORTA for commercial items prepared in accordance with subparts in the Federal Acquisition Regulation 12.6 and 6.302, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The bus service will furnish advertising with the bus service. Advertising will cover 15 tail sections, and 1 full wrap of the bus service. This procurement is for a base period (date of award thru September 30, 2008 ) and one option year. Offerors must hold prices firm in its offer for 60 calendar days from the date specified for receipt. The contractor agrees to furnish one copy of the work to be accomplished in production, layout, design, and installation of the advertising. The work to be accomplished will also include the production, layout, design, and installation of repair work to advertising on buses that has been determined to be faded, damaged, or destroyed due to weather and/or other conditions; 852.211-71: Guarantee (NOV 1984). The contractor guarantees the advertising against defective material and installation, workmanship and performance for a period of said guarantee to run from date of acceptance of the advertising by the Government. The contractor agrees to furnish, without cost to the Government, replacement advertising which has been found to be defective during the guarantee period. Cost of installation of replacement advertising, due to weather and/or other concerns that are outside of the guarantee will be borne by the contractor. The evaluation of quotes and the determination as to equality of the product offered shall be the responsibility of the Government and will be based on information furnished by the bidder or identified in his/her bid, as well as other information reasonably available to the purchasing activity. CAUTION TO OFFERORS. The purchasing activity is not responsible for locating or securing any information which is not identified in the quote and reasonably available to the purchasing activity. Accordingly, to insure that sufficient information is available, the bidder must furnish as a part of his/her quote all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to: (i) Determine whether the product offered meets the salient characteristics requirement of the Request for Quote (RFQ), and (ii) Establish exactly what the bidder proposes to furnish and what the Government would be binding itself to purchase by making an award. The information included may include specific references to information previously furnished or to information otherwise available to the purchasing activity. Instructions, Conditions and Notice to Offerors - Offeror shall provide (1) specifications for service offered; (2) a quotation for offered service, in the form of Unit Price and Extended Price for number of units specified in paragraph 2 above; and (3) all information in accordance with the format specified in FAR 52.212-1, "Instructions to Offerors - Commercial Items" paragraph "b", and FAR 52.212-3, "Offeror Representations and Certifications - Commercial Items" prior to the time specified in paragraph 5 below in order to be considered for award. Award of a firm-fixed price contract shall be made to the responsive, responsible offeror based on capability to meet the qualitative and timeliness (delivery) standards specified herein, at price most advantageous to the Government. Payment shall be made by electronic funds transfer (EFT). For implementing EFT payments, please contact your financial institution for assistance in completion of the Payment Information Form - SF 3881 for submission to the VA Finance Center in Austin, Texas upon contract award.
