Description
NAICS Code: 562998. The U.S. Environmental Protection Agency (USEPA), Region 5, 77 West Jackson Boulevard, Chicago IL 60604 intends to award a firm fixed price contract on a sole source basis to the Delta Institute, 53 W. Jackson Blvd., Chicago IL 60604 (a not for profit entity) under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This proposed contract action requires the following tasks: (1) Identify, develop, create, and adapt funding strategies that can be used by the banking/lending/mortgage industries (B/L/M) to assist in identifying funding strategies B/L/M can use with various potential customers including lower-, middle-, and higher-income single and multi-family home buyers and owners to reduce the lead hazard in housing units, and compile these strategies into a Guidebook. A secondary audience for the Guidebook will be community housing agencies and organizations, lead poisoning prevention coalitions and single and multi-family home buyers and owners interested in remediating lead hazards or making other healthy homes improvements. The Guidebook will be based, partially, on information obtained under the following task. (2) Participate in meetings as a Technical Expert for the Agency. Key Personnel are required to be familiar with B/L/M policies, and have successfully made application for/and received New Market Tax Credits and other funding mechanisms to increase available capital for lead hazard remediation. This notice is not a request for competitive quotations; however, all quotations received will be considered by the government. The USEPA will not issue a paper solicitation for this acquisition. The solicitation will only be provided electronically, via e-mail, upon request to: anderson.donald@epa.gov. USEPA intends to award a firm fixed price purchase order using FAR Part 13 Simplified Acquisition Procedures. CCR Requirement: Potential offerors must be registered in the Central Contractor Registration (CCR). If offeror is not registered in CCR, offeror may do so by going to CCR web site at http://www.ccr.gov. Offerors must also include their USPS street mailing address, e-mail address, and a fax number when requesting a solicitation. The opening date will be March 15, 2008 with a closing date of April 1, 2008.
