- Description
- The Marine Corps Systems (MARCORSYS) Command currently has a requirement for expanded non-personal contractor services to perform studies and analyses support of the MARCORSYS Command Financial & Equipment Accounting Team. This requirement supports the development, management, and sustainment for analysis and reporting from the Marine Corps Supplemental Tracking and Reset Reporting System (STARRS), The Online Project Information Center (TOPIC), and the Total Force Structure Management System (TFSMS) data as well as automation through interface with Department of Defense Mechanization of Contract Administration Services (MOCAS) and Department of Navy?s Standard Accounting, Budgeting and Reporting System (SABRS) building a financial and logistics information re-stratification in support of supplemental and baseline expenditure and equipment procurement since FY05 and continuing in to future Fiscal Years. An individual statement of work detailing the specific tasking w ill guide the performance of each study effort. The acquisition requires a knowledge of the acquisition process as well as interface with all levels of Program support throughout all Product Groups and Staff sections of MARCORSYS Command as well as a working knowledge of and interaction with commands such as HEADQUARTER MARINE CORPS (HQMC) Installations & Logistics, HQMC Programs & Resources, HQMC Plans, Policy & Operations, Marine Corps Logistics Command, Albany, and Marine Corps Combat Development Command. The analytical tasking will be in the following areas: mission level modeling, simulation, decision analysis, analysis of alternatives, and systems analysis, optimization/math programming, concept development and concepts of defense issues and studies, scenario development, science and technology, cost estimation and cost/benefit analysis, forecasting, and technology forecasting. Analysis will include access and integral applied knowledge of systems including but not li mited to STARRS, TOPIC, Archived Reset The Force (RTF) information, TF SMS, SABRS, Computerized Accounts Payable System (CAPS), Procurement and Budgeting Document Database (PBDD), Standard Procurement System (SPS), the Electronic Document Access (EDA) system, and Electronic Web Access Management (EWAM) contained within MOCAS, Wide Area Workflow (WAWF), Marine Corps Equipment Readiness Information Tool (MERIT) Loaded Unit Allowance File (LUAF), Loaded Unit Balance File (LUAB), Fed Log, Equipment Allowance (EAF), Individual Data File (IDF), MCBul 3000, and Item Applications (SL-6-1). The proposed type of contract is Firm Fixed Priced Indefinite Delivery/Indefinite Quantity (IDIQ). The proposed period of performance will consist of one base year and four (4) one (1) year option periods. This requirement is 100% set-aside for Small Businesses.
