Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston is requesting information regarding Defense Information Systems Network (DISN) voice and data services for up to ten users (IEP) scalable. The system core components must have the processing capability to support up to 64 users when scaled with external enclave transit cases (GFE) transported in checked baggage. The IEP will comply with all size and weight standards to meet the overhead bin requirement for commercial air travel as carry-on luggage (45 linear inches at less than 35 lbs). The LNO IEP will be used to support Combatant Commanders or other high-profile users during the initial entry period of an operation until mission complete or prior to installation of more robust communications capabilities. Defense Switched Network (DSN) phones (including secure phones) will connect into the LNO IEP???s Foreign Exchange Station (FXS) router ports. Clients (including Voice over Internet Protocol (VOIP) phones) will connect into the LNO IEP???s Ethernet ports with their client laptops and use SOF Phone or VOIP compliant telephones. Data Services and Voice over Secure Internet Protocol (VoSIP) phones will be separated from the LNO IEP via a High Assurance Internet Protocol Encryption (HAIPE) device. The LNO IEP will interface with the following transport mediums at a minimum: World Wide Web, INMARSAT terminals (ISDN/BRI), BGAN terminals, and IP-based satellite modems as required by mission call out. The Key System Requirements and Performance Parameters are stated in Attachment 1. This is a Request For Information (RFI) only. Responses to the RFI should be e-mailed to Penny Leya at penny.leya@navy.mil or faxed to (843) 218-5930 no later than 4:00 pm EDT on 7 March 2008. Please address the Key System Requirements and Performance Parameters in addition to any other information about your system that is deemed pertinent. In addition, companies are to provide applicable product brochures, complete technical specification/data sheets, and any independent assessment results currently available. The Unit Cost per each IEP and Total Cost should also be included. Additional information required is company POC information including name, address, phone number, e- mail, etc. State business size classification (large, small, SBD, etc.) for NAICS code 517911 with a size standard of 1,500 employees. The NAICS code 517911 is suggested for this procurement, however if another code is more appropriate, please include in the company documentation. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. THIS ANNOUNCEMENT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH THE PROVISION OF THE INFORMATION REQUESTED IN RESPONSE TO THIS ANNOUNCEMENT, NOR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY EVALUATION. The Closing date for responses to this announcement is 16:00 EDT on 7 MARCH 2008. Submissions received after this date and time may be reviewed but may not be considered in contract planning or in the creation of a solicitation. Failure to respond to this RFI does not preclude participation in any future competition for this requirement.
