Description
The Regional Contracting Department, Fleet and Industrial Supply Center (FISC), Pearl Harbor Hawaii intends to negotiate an unrestricted Request for Quote utilizing FAR Part 13.106-1(b)(1). Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The prospective contractor must be registered in the Central Contractor Registration (CCR). This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. The solicitation number is N00604-08-T-0108. This solicitation is being issued as a Request for Quotations (RFQs) for a Firm Fixed Price (FFP) contract incorporating provisions and clauses in effect through Federal Acquisition Circular 2007-18, dated July 5, 2007 and DFARS Change Notice 20070814, dated August 14, 2007. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/. The NAICS code is 423440 and the Small Business Standard is 100. The Regional Contracting Department, Pearl Harbor, Hawaii requests responses from responsible sources for the following: ITEM 0001: Laboratory Bottle Washer unit with chamber size of 26?h x 21?w x 24?d; up to 5 level of standard cleaning and up to 3 levels of injection cleaning; ability to read magnetic coding strip on basket for automatic basket recognition, ensuring proper wash protocol is run; a bility to pre-heat DI water for the final rinse cycle from a built-in 21 liter tank; 11 wash programs, 8 utility programs and space to add on 45 more programs; a transfer cart enabling personnel to approach washer from the front or sides of the pull down doors, minimizing floor space required in front of the washer; two (2) separate circulation pumps: First pump for upper and lower spray arms, second pump for injection cleaning (bottle washing must have a circulation rating of 184 gallons/minute); controller which enables operator to select steam heating or electrical heating; flow meters to adjust and monitor water levels; optional HEPA-filtered force-air drying located on top of washer which does not require additional floor space (Bottle washer must have ability to program two time and temperature settings and a cool-down cycle); wheels on base of washer for moving unit for service and repair purposes (wheels must be able to lock in place); and ability to clean trace meta ls (down to the ppb levels) using normal wash protocols without pre-soaking in strong acids. Contractor shall provide all transportation and other necessary materials to support this requirement. Delivery required by 31 March 2008. CONTRACTORS ARE TO PROVIDE A QUOTATION MATCHING THE ABOVE REQUIREMENT. Contractor to quote delivery F.O.B. Destination, Fleet and Industrial Supply Center, 300 Neches Ave. Bldg 1685, Pearl Harbor, HI 96860. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense Contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable: FAR 52.204-7, Central Contractor Registration; FAR 52.212-1, Instructions to Offerors?Commercial Items; FAR 52.212-2, Evaluation Commercial Items, the following factors shall be used to evaluate offers: (1) Technically Acceptable, (2) Price; FAR 52.212-4, Contact Terms and Conditions?Commercial Items; FAR 52.252-2, DFAR 252.232-7010, Levies on Contract Payments; THE OFFEROR SHALL PROVIDE THE INFORMATION REQUIRED IN THE FOLLOWING CLAUSE: FAR 52.212-3 Offeror Representations and Certifications?Commercial Items. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, includes the following clauses incorporated by reference: FAR 52.219-21?Segregate Facilities, FAR 52.222-26 Equal Opportunity, FAR 52.222-36 Affirmative Action for Workers with Disabilities; FAR 52.232-33, Payment by Electronic Funds Transfer?Central Contractor Registration; DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items includes the following clauses incorporated by reference: DFARS 252.225-7001, Buy America Act and balance of Payments Program; AND NPZ L003 ? Unit Price (Contractor?s unit prices, when incorporated into a Government contract, will be released under the Freedom of Information Act (FOIA) without further notice to the Contractor that submitted the prices. If the Contractor does not want his unit prices released, then he shall submit his proposal with the appropriate legends regarding the data, and explain in detail why such data cannot be released as a public record under FOIA). REVIEW OF AGENCY PROTEST (FISCPH) (NOV 2004) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protest in accordan ce with the requirements set forth in FAR 33.103 (d). (b) Pursuant to FAR 33.103 (d)(4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Director, Regional Contracting Department (Code 200A), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the Contracting Officer or Reviewing Official. (d) Quoters should note this review of the Contracting Officer?s decision will not extend GAO?s timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. All prospective quoters interested in submitting a proposal for this solicitation shall include your name, address, telephone num ber and point of contact, fax number, e-mail address and commercial and Government Entity (CAGE) code.
