Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Air Traffic Control Systems Division, 4.5.8., located in St. Inigoes, MD, intends to issue a Basic Ordering Agreement (BOA) for the duration of five years with Raytheon located at 1001 Boston Post Rd E, Marlborough MA. The efforts to be procured under the BOA will consist of technical and restoration support for the Air Traffic Navigation, Integration and Coordination System, ATNAVICS (AN/TPN-31). The work shall include conducting NAVAIR ATNAVICS system restoration, maintenance, and fleet support activities to return the system to a level of serviceability comparable to a new system. The effort will include previously produced and delivered NAVAIR ATNAVICS equipment and will include fault isolation, assembly, disassembly, fabrication, refurbishment and purchasing of parts, components, assemblies, and material associated with the NAVAIR ATNAVICS. In addition, the requirement shall provide technical and engineering services for the NAVAIR ATNAVICS Fleet Support Team, to assist them in their efforts to support US Marines utilizing the NAVAIR ATNAVICS. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon, as the Original Equipment Manufacturer of the AN/TPN-31, is the only company qualified to perform the required efforts. Only Raytheon possesses the technical data, facilities, and expertise, essential for the restoration of the AN/TPN-31 System. No other company possesses the expertise or facilities required to design modifications and upgrades or to repair associated parts for the complex systems and there is no other source for spare parts. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit information, no later than 30 days after this synopsis is published, which will be considered by this agency. A determination not to compete this proposed procurement action, based upon responses to this notice, is solely within the discretion of the Government. The effort to be performed under this proposed BOA will span a period of five years tentatively beginning 1 July 2008 through 30 June 2013. The North American Industry Classification System (NAICS) Code for this effort is 334511.
