Description
This requirement is a 100% set-aside for small business under NAICS code 333319 where the size standard is 500 employees. The Bureau of Reclamation has a requirement to purchase a filtration system for drainage sump pumps located at the Third Powerplant at Grand Coulee Dam, Washington. The Government will do the installation of the new filtration system so this acquisition is a supply requirement only. Background: The filtration system will be used to remove oil from the water discharge of the Third Powerplant (TPP), Grand Coulee Dam, Washington, drainage sump pumps. The large drainage sump (at the TPP, Grand Coulee Dam) is equipped with two pumps. Each pump nominally discharges 3,600 GPM at 100 feet total head. Each pump has its own (separate) discharge line (that is, not into a common header). The discharge pipe is 12-inch IPS. The two pumps operate on a "lead/lag" control scheme, to balance the run time between them. Under normal conditions, one pump can handle the volume of water coming into the sump. However, in an emergency, both pumps run to provide additional drainage capacity. Thus, the required maximum flow capacity of the system is 7,200 GPM. This facility cannot take either pump out of service for extended periods of time. The drainage sump currently has an oil skimmer system. The Government is implementing a positive approach to remove oil and other contaminants from each pump's water discharge. General System Requirements: The proposed shall System shall have a flow capacity of 7,200 GPM, to allow both pumps to run in a plant emergency. During normal conditions, only one of the pumps cycles on and off during the day. This is the "lead" pump. The other pump is the "lag" pump. During normal conditions, the lag pump does not run. The TPP alternates the lead and lag duties between the two pumps, to balance their running hours. The filtration system design shall allow maintenance workers to replace the filter media in the lag pump's flow path without taking the lead pump out of service. This procurement will be conducted as a commercial item acquisition under Parts 12 and Part 14 of the Federal Acquisition Regulations (FAR). All responsible small business sources may submit a bid in response to the solicitation (once issued) which shall be considered by Reclamation. Solicitation No. 08SI101697 for this requirement will be electronically available on or about March 14, 2008, to qualified interested parties at http://www.fedbizopps.gov. Subsequent amendments to the solicitation, if any, will be promulgated via the http://www.fedbizopps.gov website.
