Description
The Bureau of Land Management, Alaska State Office, is soliciting price proposals for the procurement of Exterior Lawn Maintenance Services at sites near Fairbanks, Alaska. One site will be the Bureau of Land Management Northern Field Office located at 1150 University Drive, Fairbanks, Alaska. The second location will be the exterior grounds of three (3) separate buildings of the Bureau of Land Management Alaska Fire Service at FT Wainwright, Alaska along Gaffney Road on FT Wainwright, Alaska. Approximate surface areas to be maintained are as follows: Alaska Fire Service, FT Wainwright: Building Approximate surface sq ft #1003 Barracks 65,000 #1541 Main Office Building 57,000 #1513 Fire Operations Building 26,000 Bureau of Land Management, Northern Field Office: Approximately 140,000 sq ft of lawn surface area Approximately 19,500 sq ft of planter surface area NOTE: 75% of the grounds of the Northern Field office are forest Project Overview: The contractor shall provide all materials, labor, and equipment required to complete all grounds/lawn/landscape maintenance work to include general lawn care maintenance; turf maintenance to include general cleanup and debris removal, mowing, edging, fertilizing, lawn weed control and; care of trees, shrubs and ground cover to include pruning and restraining or restricting the growth of vines/weeds. Spring cleanup to also include trash removal and debris cleanup, fertilizing, and weeding of plant beds. All chemical applications shall be performed in accordance with current county, state, and federal laws, utilizing EPA registered materials and methods of application. These applications shall be performed under the supervision of a Licensed Certified applicator. Selection of chemicals shall be in accordance with current Cooperative Extension Service Bulletins and approved by the Government Contracting Officer prior to use. All services to be performed by fully licensed and/or accredited grounds personnel, and the awarded contractor/vendor must be an established business, be financially responsible, and have the necessary equipment and personnel to furnish lawn maintenance service as described in the solicitation. The contractor shall provide all necessary equipment, labor, materials, transportation and services to provide Grounds and Landscape Maintenance in accordance with all terms, conditions, provisions and the schedule of this solicitation from the approximate start date of award, May 1, 2008 through September 30, 2008. The period of performance for the Base and all option years shall be for a period of five(5) months during the months of May-September. The contract will contain four subsequent optional renewal periods as follows: May 1, 2009 through September 30, 2009; May 1, 2010 through September 30, 2010; May 1, 2011 through September 30, 2011; May 1, 2012 through September 30, 2012. Period of performance will be for a maximum contract period of 5-years. This will be a performance-based acquisition consisting of routine Government surveillance utilizing a Quality Assurance Plan (QAP). THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The applicable NAICS is 561730. The size standard for small business is $6.5 million. This will be a solicitation for commercial items in accordance with FAR Part 12. The solicitation will be ready for download on or about March 4, 2008 with a closing date of March 20th 2008.
