Description
Solicitation Number: W9132V-08-R-0003 Title: Installation Geospatial Information and Services (IGI&S) Support The Engineer Research and Development Center (ERDC)  Topographic Engineering Center (TEC) intends to award a multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) Firm Fixed Price/cost-plus fixed fee type contract with a five (5) year ordering period. Each contract will be awarded with a minimum base contract amount of $200,000 and a maximum base value of $158M over t he life of the contract. This requirement has been 100% set-aside to SMALL BUSINESSES. The North American Industry Classification System Code (NAICS) for this requirement is 541512. The business size standard is $23M. The purpose of this acquisition is to acquire a full range of non-engineering geospatial support services to facilitate improved IGI&S mission effectiveness. Interested Sources shall posses an in-depth understanding of the requirements listed below and shall demonstrate expertise in deplo ying enterprise class geospatial systems and associated staff to support the Army I&E domain; worldwide geospatial systems development including the necessary software development, requirements, programming, GIS and Computer Aided Drafting and Design (CADD ) software, user interface design, networking, storage, operating systems, helpdesk, geospatial standards (Spatial Data Standards for Facilities Infrastructure and Environment (SDSFIE) and Federal Geographic Data Committee (FGDC) and DoD and Army policies. Contractors shall demonstrate the capability of performing project management, user interface design, graphic design, webpage design, technical expertise in GIS and CADD, geospatial database development, database design, enterprise architecture, .NET, Ja va, ESRI and Bentley products, HTML, Web 2.0, AJAX, Adobe, Citrix, Lizardtech, ERDAS, Trimble, and Visual Basic, technical document drafting and review, and presentation development. Note: Any reference to geospatial data collection excludes Architectural and Engineering (A/E) services including surveying and mapping as it pertains to the design, construction, and repair of buildings, facilities and other real property. Data collection involving A/E quality work requiring these types of services by a prof essional land surveyor will be performed using other existing Corps contracts that meet the Brooks Act requirements The successful offerors must have key personnel with a SECRET clearance at the time of award in order to perform the work under the c ontract. The request for Proposal (RFP) release date is anticipated to be on or about Friday, March 14, 2008. The solicitation will be available on the http:/fedbizopps.gov/ web site for download. The RFP will be released by the ERDC CONTRACTING OF FICE, ALEXANDRIA, VA. The award of the contract shall be based upon a Best value analysis and evaluation. A pre-proposal conference is tentatively scheduled for Wednesday 26 March 2008 from 9:00 AM to 11:00 AM. This conference will provide a descri ption of the IGI&S program. It will also provide responses to offerors questions received before the pre-proposal conference.
