Description
Non-standard GEN II and III Night Vision and Thermal Image Devices The intent of this announcement is to conduct a market research, this is not a solicitation. This is only an estimate and will not bind the contractor or the Government in any way or at any time into a contract with any of the specified terms below. The government is looking to establish a 5 year Multi Award Task Order for the rapid procurement of various non-standard, commercial night vision (Gen 2 & Gen 3) and thermal imagin g devices to fulfill requirements for Foreign Military Sales (FMS). A list of the devices that are most likely to be procured is shown below. Due to the unsystematic demand that is characteristic of FMS, a schedule cannot be predicted. Quantities can ra nge from 10  500 per order. In-country operator and intermediate maintenance training courses may also be required to support these items. The purpose of this market survey is to identify sources that can provide these items or equivalents within a rela tively short period of time, i.e., 90 days or less from issuance of a delivery order. Since these items are being purchased for Foreign Military Sales, the government is looking for items that are below the currently fielded US military standards. For ex ample, in accordance with Department of State regulations, Image Intensification tubes used in night vision devices are limited to Figures of Merit of 1250 or 1600. We are interested in your comments about using the MATO vehicle and competition applied to EACH delivery order. D/O competition we evaluate more than just lowest price.
