Description
NAICS CODE 336413 -DESCRIPTION: The Government is surveying the market to determine potential sources with the interest and qualifications to compete for the C-130 Avionics Modernization Program?s (AMP) Source Familiarization Phase (SFP). The SFP is a part of the overall C-130 AMP Low Rate Initial Production (LRIP) Program. The intent of SFP is to provide C-130 AMP familiarization and ?hands-on? installation experience for up to two qualified offerors to improve competitive options for AMP Full Rate Production (FRP). If competition exists, the Government currently anticipates SFP contracts covering four total (2 per contractor) C-130 AMP kit installs. After award, winning SFP contractors will complete a short familiarization/ training phase and will be provided two (each) AMP kits for installation. All installations shall be completed at the SFP contractor?s facilities during a timeframe not to exceed 15 months. Prior to first aircraft induction, specific government-furnished property (GFP) and on site government technical assistance will be provided for all installation requirements. This onsite support will help facilitate processing and disposition of engineering assistance requests through Warner Robins Air Logistics Center (WR-ALC). The Government anticipates a contract period of performance of approximately 24 months with the install training beginning on October 2009 and running through install completion in the Oct 2011 timeframe. Anticipated schedule is as follows: Industry Day #1 for AMP Familiarization, April 2008; Draft Request for Proposal (RFP) Release, June 2008; Industry Day #2, July 2008; RFP Release, September 2008; and Contract Award by September 2009. The planned solicitation will not require Associate Contractor Agreements (ACA) with any industry source. Interested sources should submit information that describes in-house capability to accomplish complex large aircraft modifications, and what effort might be subcontracted. In your response, include your experience and knowledge of /with the following items (Also see Note below): 1. C-130 H2, H2.5, and H3 aircraft 2. C-130 avionics 3. C-130 install experience 4. Install experience on other MDS 5. An install facility self-assessment and documented experience for completing concurrent and comparable modifications within a 15-month timeframe. NOTE: Export Controlled Data: This acquisition may/does involve technology that has a military or space application. The only US contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. US contractors must submit a copy of their current, approved DD Form 2345 with their request for solicitation. The solicitation/data package will be mailed to the data custodian identified in block 3 of the DD Form 2345. The extent of foreign participation has not yet been determined. MOU country sources must contact the Contracting Officer within 15 calendar days of the date of this synopsis notice to receive a copy of the solicitation at the time it is initially issued. Issuance of the RFP will not be delayed to review requests from MOU country sources received after 15 days or from non-MOU country sources. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources (e.g., if this is a small-business set-aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors).
