Description
Clarification for Solicitation VA-244-08-RP-0116 The following items were discussed at the pre-proposal site visit held at the Louis A Johnson, VA Medical Center, Clarksburg, WV on February 22, 2008 and are provided here as clarification to assist contractors prepare proposals. ??? Solicitation is for the duct cleaning of the whole Medical Center Building ??? After discussion with the vendors present the Contracting Officer decided the BID BOND was cost prohibitive for many of the SDVOSB and eliminated that requirement from this solicitation. ??? Testing required by engineers consists of Air Test only, one ambient air to provide baseline. One supply side and one return test to verify completed areas or three per system. No exhaust testing will be required. ??? Access door installation is preferred to bore and patch to facilitate future duct cleaning and maintenance. Drawings will be required to show the installation locations. ??? Comparison before and after photos will be with location markings will be used to visually inspect cleaning and assess duct condition by engineering section. ??? Fan coils approximate 30 units are included in the cleaning of duct runs. ??? Several areas were identified as sensitive and will require strict coordination to access. This includes the Pharmacy, 6th floor, ER, OR suite, ICU unit and other areas as identified by engineering section. All total these areas are approximately 50% of the project. Many will require after hours access only and scheduling of shut downs and restarts will be strictly enforced. ??? Drain pans may require resealing. Line item pricing for pan Crete or like item priced per sq. ft. is requested separately. ??? If 120 days is not acceptable, please list set time on proposal. ??? Proposals will be accepted via e-mail until the advertised date and time of the solicitation. Proposals will not be accepted by fax due to poor quality and past problems in reading documents. Proposals may be mailed but should be received prior to the advertised time. ??? Davis / Beacon wage for Harrison County should be done by federal labor wage guidelines since it is a federally funded facility. According to the West Virginia Division of Labor, there is no category for duct cleaning or janitorial under the West Virginia Division of Labor. The Federal Department of Labor does identify a Ventilation Equipment Tender occupation code 25190 (install access) and Janitor code of 11150 (general cleaner)
