Description
IN ACCORDANCE WITH FAR 14.209(a)(1)THIS REQUEST FOR QUOTATION (HTC711-08-Q-0090) IS CANCELLED IN ITS ENTIRETY. Air Transportation services for eight and 13 passengers each with baggage and small parcels from NAS Patuxent River, MD to and from military and civilian airfields east of the Mississippi river, but primarily within a 400 mile radius on an "as required" basis. All flights will orginiate and terminate at NAS Patuxent River. These services are to begin on 17 March 08 or date of award if subsequent thereto and continue through 16 April 2008 and not exceed six months extension under FAR Part 52.217-8. The maximum quantities for the eight passenger requirement is 14,062 Great Circle Statute Miles (GCSMs). The maximum quantity for the 13 passenger requirement is 10,775 GCSMs. The eight passenger requirement requires the contractor to have control of three aircraft in order to provide air taxi service to a minimum of two different destinations simultaneously and may occasionally be requested to provide service to three destinations simultaneously. The aircraft as a minimum must be IFR equipped, fixed-wing with multi-engines, and capable of transporting 1,600 lbs. consisting of the eight passengers, baggage, cargo, or any combination thereof. The aircraft must also be equipped with traffic collision avoidance instrumentation, adequate tie down, and restraint or storage provisions for cargo, and capable of landing and taking off on a 4,000 foot runway carrying stated payload. The 13 passenger requirement requires only one aircraft. As a minimum the aircraft must be IFR equipped, fixed-wing, multi-engine/turbine powered and capable of transporting up to 2,600 lbs consisting of 13 passenger, baggage, cargo or any combination thereof. The aircraft also must be equipped with adequate tie down, and restraint or storage provisions for cargo. The solicitation response date will be on or about 6 March 08. Offer will not be considered unless the offeror is an air taxi operator within the meaning of the FAA of 1958(19 USC 1301) as amended. Air carrier must satisfy all DOD Commercial Air Carrier Qualtity and Safety requirements and the DOD Additional Standards for Contract Passenger Operations under FAR Part 135.
