Description
NASA/LaRC has a requirement for a Digital Image Correlation System used in real-time and post-test to obtain a non-contacting measurement of in-plane (2 dimensional) and out-of-plane (3 dimensional) displacements and strains of advanced materials and structures, Materials Research Laboratory, at NASA Langley Research Center, Hampton, VA. The unit will be replacing an existing system. The non-contacting feature of the measurement apparatus provides a wide range of applications including environmental and dynamic loading. The existing equipment has been used to support a variety of NASA programs such as the Shuttle Return to Flight, NESC Safety investigations, and research for Aeronautics and Exploration programs. The new system must have 100% compatibility with all existing data files, software configurations, and test fixtures. NASA/LaRC intends to purchase the items from Correlation Solutions, Inc., whose software and hardware interfaces are unique. Their software contains company proprietary algorithms that allow for rapid calculation of 2-dimensional and 3-dimensional strains and displacements. The new digital image correlation system must be compatible with and interface with the existing system and components, consisting of 3 other Correlation Solutions Correlation Systems. Considerable additional resources would be needed such as additional hardware, fixtures, data, Input-Output (I/O) devices and power interfaces, if another system other than Correlation Solutions were used. The following technical specifications apply: ? Measure arbitrary displacements and strains from 500 microstrain to 500% strain and above ? Specimen sizes ranging from <1mm to >10m. ? Setup requires only a quick, flexible calibration procedure, and an applied random speckle pattern. ? No special illumination or lasers are required. ? Simple specimen preparation using paint ? Real-time data processing (> 50Hz) ? Synchronized load data acquisition ? Available analog output for machine control ? Very high strain and displacement limits ? Flexible licensing allows users to analyze their data on any computer. ? Software user interface consistent with all other common applications ? Provides data on deformations over an entire area ? Measurements are not limited to single points ? Help to identify critical points ? Data can be extracted from previously unrecognized hot-spots without retesting ? Includes all necessary equipment, including the computer, camera(s), data-processing software and fixtures The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 14 March 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Capability statements should include adequate information with sufficient detail to make a determination of technical acceptability, should address experience or past performance of key personnel, and shall be not more than 50 8 1/2" x 11" pages (single sided or 25 pages if double sided). The deadline for technical questions for this requirement is 7 March 2008. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
