- Description
- NASA/GSFC has a requirement for the lease of office space to support the GOES-R Program Office. The duration of the lease will be 1 year, with two 3 month options, and the required availability date is April 1, 2008. The contractor shall provide facility space in the range of 3300 to 4000 square feet that is contiguous, isolated and physically secure with a security entrance to the building. The facility space shall provide power to support 45 computers plus a server, 2 copiers, and 1 fax. The facility space shall have hookups for a refrigerator and microwave. The facility space shall have one large room capable of seating 60 people in theater style seating. The facility space shall have: 1 Moderate size conference room that holds up to 20 people 2 smaller conference rooms for 10 people 1 small conference room for 5 people 4 to 6 offices that will hold 2 people per office. In addition to the above contiguous space, the facility space shall have a conference room about 700 square feet that is able to have internet service (wireless or hardwired), physically separate from an intranet that will exist in the above space, and is outside the secure space above. This 700 sq ft space requires the same security as the space identified in paragraph 1 above. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The following factors will be used to evaluate offers for this Best Value Procurement: Technical capability and Price. Offerors are advised that a proposal meeting the requirements with the lowest price may not be selected if award to a higher priced offeror is determined to be most advantageous to the Government. Evaluation of this Best Value will involve a trade-off analysis to identify the offer that is overall in the Government's best interest. The evaluation factors will be technical capability and price. Technical capability will be determined by the following: Proximity of the proposed lease space to NASA's Goddard Space Flight Center, Greenbelt Road, Greenbelt, Maryland 20771, Security design elements incorporated in the building, and Amenities. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 5 March 2008, to Donna.L.Santos@nasa.gov. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
