Description
U.S. EPA Office of Policy, Economics and Innovation (OPEI) Sources Sought Notice Technical Support for Stimulating and Promoting Innovations to EPA?s System of Environmental Protection The intent of this notice is 1) to gather industry, especially Small Business (including 8(a), HUBZONE, Small Disadvantaged Business, Service Disabled Veteran-Owned Small Business and Women-Owned Small Business) input on EPAs possible follow-on contract to EP-W-04-023. The current contract will expire on May 12, 2009. The North American Industry Classification System (NAICS) code for this procurement is 541620. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The overall requirement will be to provide technical support to initiate, test, evaluate and promote widespread adoption of innovations in the nation?s system of environmental protection, using FAR Part 15 ? Contracting by Negotiation Procedures. Interested potential offerors should submit a brief capability statement demonstrating how they plan to meet the above-mentioned requirement. Submissions shall be limited to no more than five pages. Standard brochures will not be considered a sufficient response to this notice. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience in providing technical support in initiating, testing, evaluating and promoting innovations in the arena of environmental protection; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) EPA?s commitment to innovation was renewed in its strategy, ?Innovating for Better Environmental Results?. Innovation is critical to the success of EPA?s work in encouraging responsible stewardship in the public and private sectors as well on the part of individual citizens. To promote the discovery and use of innovations at all levels of environmental protection, EPA will require technical support for multifaceted activities across the whole innovation cycle. Under the proposed contract, the contractor shall provide support in the following elements of the cycle: 1) Planning and Managing; 2) Testing; 3 ) Measuring, evaluating and analyzing performance; 4) Encouraging the broad-scale use of innovation; and 5) Addressing the organizational culture to encourage the development, discovery and use of innovations. These elements may occur as sequential phases, in parallel or as single steps, depending on the situation. In some cases, the agency may identify innovative approaches or they may come to the agency?s attention through other sources such as states, communities, regulated organizations or nongovernmental groups. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein.
