- Bids are being solicited under solicitation number RFQ-DC-08-00939. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 62982. GSA Schedule Bids Preferred, But Not Required: Sellers may either provide a GSA Schedule or an Open Market bid. If bidding with a GSA Schedule, the requested items must be on that Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. Information regarding GSA Schedules can be found at www.GSA.gov. This requirement is a [ Small Business ] set-aside and only qualified sellers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-03-06 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Landover, MD 20785 The Environmental Protection Agency requires the following items, Brand Name or Equal, to the following: LI 001, Brand Name = Mekel Mach VII Equal Products Must Meet the Following Specifications: Throughput: Must be able to produce 150 images per minute in both bi-tonal and grayscale mode., 1, EA; LI 002, Fiche Formats: Must support all standard fiche types including jackets, COM, and AB Dick including 16 mm and 35 mm positive or negative, diazo, silver, vesicular duplicates and cine or comic mode., 1, EA; LI 003, Resolution: 100 dpi to 600 dpi @ 24X; 100 dpi to 400 dpi @ 48X, 1, EA; LI 004, File Formats: All standard TIFF, CCITT 4, G3, G4 (bi-tonal) and JPEG for grayscale (true 256 shades of gray); simultaneous output of grayscale and bitonal formats, 1, EA; LI 005, Automatic Feeder: Must provide automatic fiche loading and unloading. Must be able to hold up to 75 fiche., 1, EA; LI 006, Viewing and Browsing: Full or partial screen in real-time or by thumbnail emulating fiche layout, 1, EA; LI 007, Electronic Controls: Continuous automatic scanning or interactive selection of individual images; task setup by job or saved in setup file for all parameters for future applications. Must have automatic and manual control of rotation, cropping, deskew, and automatic compression of film background density variations., 1, EA; LI 008, Software Features: Must have automatic gain control to optimize image quality on the fly. Must have menus for detailed image enhancement features. Must have Image QC and Rescan window to allow for real time image enhancement, 1, EA; LI 009, Operating System: Windows XP , 1, EA; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
