Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contract Department, Philadelphia Office intends to procure 150 hours of Pastoral Care for the Bureau of Medicine and Surgery (BUMED), Navy Medicine (NAVMED) Pastoral Care Executive Steering Council (PCESC). BUMED is in a multi-year process to establish several interrelated standards: standards of practice for chaplains and residency programs, required clinical competencies, training requirements to build knowledge, skills and abilities for required competencies, best practices protocols to integrate pastoral care standards of practice and appropriate productivity data collection systems and productivity methodologies. Contractors should have experience developing and executing strategic plans, executive healthcare decision-making rationales, detailed knowledge of healthcare ministry standards of practice and ministry educational standards, and evidence-based protocols. Facilitation and subject matter expert services will be provided at the NAVMED PCESC Conference in June 2008. The contractor will facilitate the following: eight (8) 5 hour PCESC video-teleconferences (VTC), a 20 hour/2 1/2 day strategic conference, and no more than 90 hours of on-call ad hoc discussions after the VTCs, which will be directed to the Chaplain of Navy Medicine, the NAVMED PCESC and its chartered Goal Champions and working groups on a variety of subjects under the general heading of pastoral care best business practices and best clinical practices. The contractor will facilitate and actively participate in the June 2008 conference deliberations, provide ad hoc verbal feedback throughout the course of the conference and prepare a written summary of constructive remarks within 30 days of the conclusion of the conference. The proposed procurement is being processed as a Small Business Set-Aside. The Period of Performance is from 01 April 2008 through 31 March 2009 plus four one year options ending 31 March 2014, if all options are exercised. Our intent is to issue a labor hour type contract in accordance with FAR 12.5 and FAR13. The solicitation will be released AFTER 14 March 2008 made available electronically upon its release to www.neco.navy.mil. The applicable NAICS code is 622110.
