***MODIFICATION***CHANGE OF CLOSING DATE TO 11 MARCH 2008*** This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this noti ce. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation Number is W91ZRS-08-T-0004, Request for Proposal. The North American Industry Classification System (NAIC S) Code is 486990 size standard is $31.5M. The proposed contract is 100% set aside for small business concerns. The offeror must include a statement regarding the size of the business. This requirement of the Connecticut Air National Guard (CTANG) consis ts of installing a booster pump system. The location is Orange ANG Station, 206 Boston Post Road, Orange, CT 06477. The offeror will furnish all plant, labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to perfor m operations in connection with the Installation of the Booster Pump system. 1) 1) Purchase SyncroFlo (brand name) Model 77DE.53 Vertical System & Model 180 Hydrocumulator Tank 2) Connect applicable plumbing and electrical connections to facilitate the SyncroFlo (brand name) Model 77DE.53 Vertical System & Model 180 Hydrocumulator Tank, two pumps and 1.5 hp motor, control panel with alarms and controls in Room 129 Mechanical Room Lower Level. 3) Run 1-1/4 piping from the existing Emergency Eye Wa sh Station located in Maitenance Bay 7 Room 258/260 to Smart Wash System located in Mezzanine M01. 4) Upon completion of the prescribed scope of work, contractor will perform a startup and complete functional check of all systems. 5) DELIVERABL ES Three (3) paper copies of the accepted proposal identifying the parts and materials to be used, along with one (1) electronic copy on Compact Disk. As built drawings will be required and can be hand drawn or Auto CAD. Three (3) paper copie s of all manuals and warranty information for all installed equipment. One (1) schedule of work activities in an Excel Spreadsheet or MS Project format. Either is acceptable. The following Federal Acquisition Regulations (FAR) and its supplement s DFAR and AFAR provisions and clauses apply to this acquisition; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders  Commercial Items; 252.204-7004, Required Central Contractor Registration; 52-232-33 Payment by El ectronic Funds Transfer; 52-212-1 Instructions to Offerors  Commercial Items. The Government anticipates award of a firm-fixed price contract and award will be made on the basis of best value to the Government; technical, price, past performance. Technic al factors includes past performance and technical considerations, which are of equal value, but when combined, price will be significantly more important. To receive an award of contract the Offeror must be registered in the Central Contractor Registratio n (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on line at http://orca.bpn.gov.
