AMENDED MARKET SURVEY CAPABILITY ASSESSMENT FOR NAS IMPLEMENTATION SUPPORT CONTRACT (NISC) PROGRAM OFFICE Support Services for the NISC Program Office This is a market survey for NISC Support Services. The responses to this market survey will be used for informational purposes only. This is not a screening information request (SIR or request for proposal (RFP) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA is seeking interested sources that are capable of immediately assisting the Program Management Office (PMO) in closeout of the existing NISC II contract ending on February 29, 2008 as well as assisting the transition to the NISC Bridge contract. The purpose of this market survey is to solicit information the FAA may consider in choosing how to conduct this procurement, and whether it should be a full and open competition, limited competition, or single source procurement. However, this market survey does not commit the FAA to any future acquisition activity. At this time the nature of the competition has not been determined. In accordance with A.M.S. policy 3.2.1.3.12 Public Announcements, this market survey is being conducted for a potential six month contract extension for a requirement estimated at $600,000 over the life of the contract and is seeking information on potential offerors. This procurement is planned to continue work currently performed under a contract with CEXEC, of program management and contract administration support for the NISC II contract. This contract will serve as a continuation of support services through the close out of the NISC II contract. The principle North American Industry Classification System (NAICS) code for this effort is 561110. Interested firms must be capable of providing contract closeout support for the NISC II contract, program management support including contract user training for the NISC Bridge contract. Performance Evaluation Support and review and processing of task orders. In order to make this determination the FAA requires the following information from interested vendors: 1. Capability Statement - Please answer the following questions: a. Provide evidence of experience with NISC II task order and award fee evaluation processes as well as using FAA financial systems including DELPHI and PRISM. b. Please provide detailed information and past performance information on work performed that is similar to the work described in the attached draft Statement of Work (SOW). c. Briefly explain your firm's capabilities in terms of approach and resources to transition immediately and with no lead time and no interruption to the services currently provided to the Program Management Office. d. The responder must have no orgranizational conflict of interest requirements with the attached list of NISC vendors. 2. Interested firms are required to submit the attached Business Declaration form. 3. Responses must be five pages (5) pages or less, not including the mitigation plan where applicable, and the Business Declaration form. Responses must be submitted electronically to pat.ramsey@faa.gov by 3:00 p.m. March 5, 2008. The business declaration form must be in PDF format. The capability statement may be either PDF or MS Word format. No oral submissions will be accepted. 4. Questions concerning this request for information must be submitted to pat.ramsey@faa.gov by 3:00 p.m. February 27, 2008. The Contracting Officer will not respond to telephonic requests. 5. This announcement, the business declaration form, the list of NISC vendors and the Statement of work are located at http://faaco.faa.gov/index.cfm. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government. All costs associated with the preparation or submission of responses is the responsibility of the potential source. The Government will not pay for any information received or costs incurred in preparing the response to the market survey.
