Description
NSN 4321-01-038-8118, Pump, Lubricating Oil. I/A/W Oshkosh Truck Corp. (45152) part number 2AE690; Kovatch Corp. (59556) part number 002188T and MTU Detroit Diesel, Inc. (72582) part number 5198840. The estimated yearly quantity is 131; the unit of issue is each. All responsible sources may submit an offer/quote which shall be considered. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The subject requirement is for acquisition of 1 NSN for the various end items. This proposed procurement includes an item within the Federal Supply Class 4320. The requirement will result in an award of an Indefinite Quantity Contract for which delivery orders may be placed for one (1) year. The scope of this contract includes the acquisitioning for a 1Z code and part numbered item. This AMSC code implies that this is a Commercial Off The Shelf item. The delivery for this acquisition will be on an FOB Destination basis. The proposed procurement contains an option to extend the contract period four times at the discretion of the Government. The total duration (base plus option years) shall not exceed 5 years. This solicitation will be issued as Unrestricted and other than full and open competition. The solicitation will be available in DIBBS on 3 Mar 08 at https://www.dibbs.bsm.dla.mil/RFP/. Bids/Proposals must be received at the Defense Supply Center Columbus, ATTN: BPSF (Bid Opening Room), A226S, Bldg. 20, 3990 E. Broad St., P. O. Box 3990, Columbus, OH 43218-3990, if handcarried, in the depository located in the lobby of Bldg. 20, or by facsimile at (614) 692-4275 by 2 Apr 08, 1:00 pm local time. Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Addendum to Clause FAR 52.212-01(c) is changed to read, "Period for acceptance of offers: The offeror agrees to hold the price in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation". Addenda to Clause FAR 52.212-01(b): See SECTION L of solicitation. Provision at 52.212-2, Evaluation-Commercial Items, applies and the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance evaluation factors as described in the solicitation. Addenda to Clause FAR 52.212-02: See SECTION M of solicitation. Provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this solicitation and offerors must include a completed copy of the provision with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Addendum to Clause FAR 52.212-4 para (o) is changed to read "The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract. Supplement the implied warranties of merchantability and fitness for a particular purpose with the contractor's commercial warranty if acceptable, or an express warranty that adequately protects the Government's needs". Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applied to this acquisition.
