Description: DESC: The Government intends to issue a solicitation resulting in a 5-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This solicitation will be FULL AND OPEN within the limitations of the licensing agreement discussed below. Item to procure is the M16A4 Rifle, NSN 1005-01-383-2872, PN 12973001. The flat top upper receiver has an integral rail that will be utilized to mount optical devices to the weapon. There are no differences between the internal dimensions of the M16A2 rifle and the M16A4 rifle. Minimum guaranteed quantity is 15,998 weapons. Contract maximum is 136,500 weapons. The planned procurement will utilize a trade-off process. Evaluation factors will consist of price, past performance and small business participation. As the proposed procurement utilizes a trade-off process, the Government may ultimately award to other than the lowest priced Offeror or other than the highest technically rated Offeror. The solicitation will clearly state all evaluation factors and sign ificant sub-factors that will affect contract award, along with the significance of those factors. Estimated issue date of solicitation is 2 March 2007. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, ha rdcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal non-responsive and result in t he rejection of same. This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the internet due to a licensing agreement between Colt Manufacturing and the US Government. This agreement requires the items procured to be m anufactured in the US and its territories. The technical data package (TDP) for this solicitation and any resulting contract includes documents that are proprietary. Disclosure and use of the TDP are restricted by the Non-Disclosure and Non-Use Agreement t hat the offeror will be required to execute prior to receipt of the TDP. The successful offeror under this solicitation agrees to manufacture the items, being produced under this contract, within the US and its territories. To obtain a copy of th e TDP, a prospective offeror must sign a non-disclosure agreement, which will be an attachment to the solicitation posted on the web after the solicitation has issued. After signature, the Use and Non-Disclosure Agreement For Government Technical Data s hould be emailed to Mr. R. Egan at Robert.r.egan@us.army.mil.
