- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is AV8R4007031408 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-23, Effective 25 January 2008 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20080124. The associated NAICS code is 336413 and small business standard of 1000 employees. The U.S Special Operations Command intends to purchase 25 each, Quick Disconnect Couplers, P/N 17404-04EN21M3. This RFQ provides for full and open competition. A Firm Fixed Price (FFP) type contract is contemplated. The delivery required is no later than 18 July 2008. Place of delivery will be the Blue Grass Army Depot, Bldg 195, 5749 Briar Hill Rd, Lexington, KY 40156-9723. FOB is Destination. The Inspection / Acceptance is at Origin by a Government QAR . The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Offers shall be evaluated on a low offer, technically acceptable basis. The clause at 52.212-2, Evaluation Commercial Items. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must ensure a completed ORCA is available for download.
