NAICS Code: 333924 STATEMENT OF WORK DIESEL VEHICLES RETROFITS RADIATION AND INDOOR ENVIRONMENTS (R&IE) NATIONAL LABORATORY 1. Scope This Statement of Work (SOW) describes services that will support the EPA's National Clean Diesel Campaign at U.S. EPA R&IE, 4220 South Maryland Parkway, Las Vegas, NV 89119. Required work includes the retrofits to achieve the emissions reductions of three large diesel vehicles by installing DOC/CCV and Diesel Particulate Filter (DPF) retrofits and using EPA verified retrofit technologies, manufacturer's specifications and guidelines. The contractor shall complete the tasks as described in this SOW. The contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities and work supervision and other requirements necessary for, or incidental to, the performance of work set forth herein and be responsible for safeguarding proprietary, classified, and other sensitive information. The contractor shall be immediately capable of addressing and interpreting all aspects of EPA's Environmental Technology Verification and Retrofit programs, and applicable environmental law and regulation. 2. Objectives 2.1 Retrofit vehicles using EPA Verified Retrofit Products tested under EPA's Environmental Technology Verification (ETV) Program. 2.2 Perform operational test for appropriately retrofitted vehicles. 2.3 Achieve emissions reductions. 3. Task 3.1 Written Project Management, Work Plan and Estimates (Task 1). The contractor will prepare a written project management plan and estimate. The document will show contractor's approach to accomplishing the tasks and include expected dates for completing all deliverables set forth in the Statement of Work. 3.2 Contractor to perform the retrofit on the following emergency response vehicles as specified by System Application Guidelines: 3.2.1 EPA 1610 Turbo Diesel Scanner Van VIN # 4UZAAPBW82CJ79655 Cummins Freightliner 2000 Grumman Step Side Van 4600 cc 230 hp, 3.2.2 EPA 968 Ford Truck,VIN # 1FDXF80E7SVA07097, 1995 Cummins 6 cylinder engine, Model # C8.3-250 8.3 Liters 250hp 3.2.3 EPA 1483 Ford Louisville Truck, VIN # 1FDYS92M3VVA37843 1997 Caterpillar 12 Turbo 6 cylinder engine,12 Liter 380 hp. 3.3 Contractor will use Diesel Particulate Filter (DPF) and Closed Crankcase Ventilation system (CCV) for Ford Trucks, EPA 1483 and for EPA 968, and use Diesel Oxidation Catalyst and Closed Crankcase Ventilation system (DOC & CCV) for Step Van, EPA 1610. 3.4 Contractor shall conduct all required preliminary and post operational testing using applicable system application guidelines dependant on the year and model of the diesel motor. 3.6 Contractor is required to place permanent labels on tanks and on the vehicle instrument pod as applicable. 3.7 Contractor may only work on these vehicles in the Las Vegas, Nevada area or at the enclosed EPA garage housing these vehicles. 3.8 Contractor to retrofit vehicles using EPA Verified Retrofit Products List to include, but not limited to the following and as described in the Table 1: Diesel Particulate Filters 2 ea Closed Crankcase Ventilation Systems 3 ea Diesel Oxidation Catalyst 1 ea TABLE 1 Verified Retrofit Technologies from Cummins Cummins Emission Solutions & Cummins Filtration Diesel Oxidation Catalyst (DOC) and Closed Crankcase Ventilation (CCV) System Verification Letter (PDF) (2 pp, 114K, November 2007) Technology Engine Model/Application Retrofit Fuel, Max Sulfur (ppm) Reductions (%) PMa CO NOx HC Cummins Emission Solutions & Cummins Filtration Diesel Oxidation Catalyst (DOC) and Closed Crankcase Ventilation (CCV) System Highway, heavy-heavy and medium-heavy duty, 4 cycle, non-EGR, model year 1991 - 2003, turbocharged or naturally aspirated engines 15 30 50 n/a 74 ? - Baseline assumes an unmodified engine running on diesel fuel of less than 15 ppm sulfur fuel. a - Total PM reduction figures reflect reductions from both tailpipe and crankcase emissions. The following operating criteria must be met in order for appropriately retrofitted engines to achieve the above emissions reductions: 1. The engine should be well maintained and not consume lubricating oil at a rate greater than that specified by the engine manufacturer. 2. The engine must be operated with a fuel that contains a sulfur content of no more than 15 ppm. 3. The engine exhaust temperature must be at least 150 degrees C during the duty cycle. 4. The closed crankcase ventilation system filter cartridges must be replaced every year or 1000 engine hours, whichever occurs first. 4. Deliverables 4.1 Written Project Management, Work Plan and Estimates (Task 1): The contractor will prepare a written project management, work plan and estimates and deliver it to the R&IE Project Manager within 15 days after receiving notice to proceed. 4.2 The contractor shall commence work in the Las Vegas, Nevada area or at the enclosed EPA garage housing these vehicles or at the designated contractor's site within 30 days after receiving the notice to proceed. 4.3 The contractor will complete all the work within 90 days after commencing actual pre test of vehicles to establish baseline emissions standards and engines operating retrofit requirements checks. 4.4 The contractor will conduct final operational testing of all retrofitted engines, conduct required checks for emission reductions final report and documentation no later than 30 days after completion of project. 5. Points of Contact R&IE Project Manager or his designee is responsible for all project coordination and charged with overall project management and for ensuring the work product meets the needs of R&IE.
