Description
Update 27 February 2008 A NAVSSI Site Visit Agenda has been posted on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/). Update 21 February 2008 A draft Statement of Work has been posted on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/) and a site/lab visit will be held with prospective offerors at 1:00 p.m. Pacific Time on 27 February 2008, at SPAWAR System Center, 53605 Hull Street, Bldg 48, San Diego, CA 92152-5410 for the purpose of touring the SPAWAR System Center NAVSSI lab and clarifying any questions with regard to the posted draft Statement of Work. Any remarks or explanation offered at the site/lab visit are not binding on any party present and shall be considered only as explanatory comments. In those areas where significant changes are involved, the resultant solicitation will incorporate any changes. The success of this type of site/lab visit depends largely on the lead time available to SPAWAR for research in connection with questions submitted by offerors. Therefore, you are requested to e-mail written questions concerning any areas of uncertainty which, in your opinion, require clarification or correction, in sufficient time to be received on or before 10:00 a.m. Pacific Time on 26 February 2008. Your questions shall be submitted by e-mail to the Contract Specialist Marty Richards at martin.richards@navy.mil and the e-mail should be marked 'Site/Lab visit Questions, N00039-07-R- 0051'. It is imperative that the questions be submitted by the date indicated so that SPAWAR may have an opportunity to furnish the participants with a set of such questions, obtain answers and furnish such answers simultaneously to all participants. Questions submitted subsequent to the above date will not be answered at the site/lab visit, although they will be considered in preparing the resultant solicitation. You are requested to e-mail the Contract Specialist listed above the name(s) of not more than two (2) representatives who will attend this site/lab visit; it is not necessary for the potential vendors to send formal visit requests. Directions to the NAVSSI Lab from Interstate 8 are as follows: Merge onto I-8 West toward Beaches; Turn SLIGHT LEFT onto SUNSET CLIFFS BLVD; Turn SLIGHT LEFT toward NIMITZ BOULEVARD; Turn SLIGHT LEFT onto NIMITZ BLVD; Turn RIGHT onto CHATSWORTH BLVD; Turn LEFT onto CATALINA BLVD; and Turn LEFT onto ELECTRON DR; Pass Office (Bldg 27) will be on your right. Stop into the Pass Office, and you will be met there by NAVSSI Lab and Program Office Representatives. If you get lost, call the pass office at 619-553- 3203. The final solicitation is now anticipated to be issued without further notice on or about March 2008 and will be available to interested parties, along with any amendments issued, solely on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/). Update 12 December 2007 The synopsis is revised to change the North American Industry Classification System (NAICS) code for this requirement from 517410 (Satellite Telecommunications) to 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). The final solicitation is now anticipated to be issued without further notice on or about January 2008 and will be available to interested parties, along with any amendments issued, solely on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/). Update 13 September 2007 The synopsis is revised to correct the contract number of the second listed incumbent contractor from N0039-03-D-0006 to N00039-03-D-0006. Update 12 September 2007 The synopsis is revised as follows: The following are the incumbent contractors under NAVSSI: Resource Consulting Inc. of Vienna VA under contract N00039- 03-D-0005 and L3 Communications Titan Corporation of San Diego, CA under contract N0039-03-D-0006. Original synopsis: The Space and Naval Warfare Systems Command (SPAWAR), Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) Navy Communications Program Office, Code PMW-170, intends to release a Request for Proposal (RFP) to support the Navigation Sensor System Interface (NAVSSI) program. NAVSSI is a Government developed, commercial off the shelf (COTS) based system that collects, processes, integrates and formats for distribution of Precise Navigation and Timing (PNT) data to weapon systems, combat support systems, C4ISR systems, and other information systems users aboard various ship classes. The contractor will be expected to assemble and deliver COTS and Government Furnished Equipment (GFE) components in equipment racks to the Government as well as support Government Factory Acceptance Testing. The Government will conduct final integration, software load and shipping. The Government intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts that support future competitive orders for the procurement of hardware and services. Individual delivery/task orders will be awarded on a Firm-Fixed Price (FFP) basis for NAVSSI systems, upgrade/retrofit kits, and spares and on a Cost-Plus-Fixed-Fee (CPFF) basis for services. The basic contracts will establish minimum and maximum ordering quantities. The prospective contracts will have a (5) year ordering period. This is a full and open competition. The final solicitation will be issued without further notice on or about October 2007 and will be available to interested parties, along with any amendments issued, solely on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/). A Bidders Mailing List will not be established, and hard copies of documents will not be provided. Contract award is estimated for March 2008. The contractor will be required to demonstrate efforts to provide subcontracting opportunities for Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB) and Historically Underutilized Business Zone (HUB Zone) and other SB concerns. The projected proposal due date/time in this synopsis is an estimate only; the actual proposal due date/time will be established in the final RFP.
