Description
This is a pre-solicitation notice for the Naval Sea Systems Command (NAVSEA) Solicitation N00024-08-R-2210 for the procurement of the Royal Navy of Oman Hydrographic Survey Vessel (RNO HSV) under a Foreign Military Sales agreement for use outside of the United States. The planned date for release of the RFP is on or about 3/21/2008. The number of vessel(s) to be procured is one (1). The Naval Sea Systems Command will issue a 100% HUBZone set-aside solicitation (N00024-08-R-2210). The RFP will include a vessel design package for an HSV 96 feet in length, with a beam of 40 feet 4 and ? inches, a Draft Full Load of 6 feet and 2 inches, a Light Ship Displacement of approximately 150 Long Tons, a Full Load Displacement of approximately 225 Long Tons, made of Marine Grade Aluminum, that will be delivered in approximately ten (10) months. The RFP will NOT be providing the drawings necessary to complete the HSV; the RFP will however provide explicit directions for obtaini ng the necessary drawings from Naval Sea Systems Command. An abbreviated technical proposal will be required. The awardee will be selected on the basis of technically acceptable, low price. The NAICS Code for the HSV procurement will be 336611 (Ship Building and Repair) with a size standard of 1000 employees. HUBZone companies capable of building ships with proven commercial construction methods are encouraged to submit a response to this synopsis. The Hydrographic Survey Vessel (HSV) would be procured for the RNO under a Foreign Military Sales Case, and would operate within Omani waters performing hydrographic survey operations offshore from a depth of 7 meters to 1000 meters with the capability to collect hydrographic data to International Hydrographic Organization (IHO) Publication S44 Order 1 requirements. The USG will provide the offeror with the vessel design. This design is based on the existing University of Miami R/V Walton Smith Catamaran that was constructed to ABS loadline and 46CFR Subchapter ?T? requirements for a vessel under 100 gross tonnage. In addition to building the vessel the Contractor will prepare the vessel for transportation to Oman, reactivate the vessel in Oman and provide two weeks of operations, maintenance and system training on the vessel?s HM&E in-country. The solicitation will consist of a Detailed Design Drawing Package, Master Equipment List (MEL), Specification, and Government Furnished Equipment (GFE) and Information. This procurement also requires a contractor provided, commercially produced 21 foot, GRP hydrographic survey launch (HSL). The HSL must have a proven history of service in hydrographic survey. The HSL will have an air conditioned cabin with workspace for two personnel and the GFE survey equipment, propulsion by two gas outboard engines, an inboard fuel tank, a coastal radar, a VHF radio and n ormal USCG safety equipment.
