Description
The U.S. Fish and Wildlife Service, Southwest Region, intends to issue a proposed award under other than full and open competition to Tracy Melbihess, Boise, ID, for the development of a conservation strategy for the Mexican wolf. The conservation strategy will assemble and synthesize relevant conservation research in order to provide conservation and management recommendations for the Mexican reintroduction and recovery program. The U.S. Fish and Wildlife Service require the contractor have advanced experience with grey wolf recovery planning; experience and knowledge in the management of a large multi-stakeholder recovery team. Contractor shall have extensive knowledge of gray wolf conservation literature and extensive knowledge in the non-essential experimental boundary rule that governs the reintroduction. Contractor shall demonstrate expertise in the Endangered Species Act. There are no other companies or individuals with the specific experience possessed by Tracy Melbihess known to be able to provide the required services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All responses received within 10 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-23, effective January 25, 2008.
