Description
The U.S. Army Research, Development and Engineering Command Acquisition Center (USRDECOMAC) awarded two contracts, W91CRB-07-C-0084 to Specialty Defense (SD) and W91CRB-07-C-0085 to Point Blank Body Armor (PBBA), on the basis of 10 USC 2301(c) (2) an d FAR 6.302.2 Unusual and Compelling Urgency on 21 May 2007, for the procurement and initial fielding requirement of 230,000 Improved Outer Tactical Vests (IOTVs). The total fielding requirement of the IOTV is 966,000. While the initial 230,000 IOTVs we re in production, a full and open competitive procurement plan was prepared to fulfill the remaining 736,000 IOTVs to achieve the Armys Acquisition Objective. A Request for Proposal (RFP), W91CRB-07-R-0079, was issued on 30 November 2007 for the remainin g IOTVs. Due to numerous requests from vendors, the closing date of the RFP was extended until 15 April 2008. As a result of the extensions, and the need for continual production, one of the contracts will be extended for six months. The modification of one of the current contracts will be awarded based upon the statutory authority permitting Other than Full and Open Competition is 10 USC 2304(c) (1), as implemented by FAR 6.302-1(b) (ii), Unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities. SD and PBBA are currently the only two sources that have US Army tested and approved ballistic material packages, and the manufacturing capabilities to meet the current IOTV production and performance requirements. Both SD and PBBA are capable of producing the monthly requirement of 25,000. The modification of one of the existing contracts for a total of 150,000 IOTVs, at the rate of 25,000 IOTVs produced per mo nth for six months, will be awarded based on the lowest priced technically acceptable proposal.
